Background
The Project “Employment Intensive Investment Program (EIIP) and Decent Employment in Jordan”, is an employment intensive investment Project funded by the Italian Ministry of Foreign Affairs through The Italian Agency for Development Cooperation (AICS).
The ultimate goal of the project is to enhance green economic opportunities for some of Jordan’s most vulnerable workers through immediate short-term job creation and home-based business development support
The project is targeting the vulnerable Jordanian host communities, women and people with disabilities through generating 20,000 green working days, training services and providing post-training services and market-based skills training for vulnerable Jordanian and Syrian refugees, in order to improve employability in the labour market.
It also addresses critical issues regarding livelihoods for vulnerable Jordanian and Syrian refugees, as it aims to strengthen the employability of job seekers based on market needs and provide post-training support to graduates in order to improve their chances of acquiring jobs.
Hence, this project comes to build on the EIIP modalities and ILO-wide strategy for institutional capacity development, which promotes a holistic coordinated approach to capacity development addressing various mutually reinforcing layers (individual, organizational and enabling environment). The strategy, validated by the governing body, stresses that the improvement of technical and functional capacities is key for the attainment of the Sustainable Development Goals (SDGs) and ensuring a positive impact on decent work. As such, the proposed project will focus on individual levels of capacity building through enhanced skills and abilities as well as creating an enabling environment especially through more inclusive societal systems.
The project is also aligned with the Regional Refugee and Resilience Plan (3RP) 2019-2020, especially its strategic direction of enhancing economic opportunities that includes strengthening the resilience of Syrian women and girls. The project is also aligned with national priorities stipulated in the Jordan Response Plan (2021-2022), especially the livelihoods component of the JRP, which aims to ensure dignified, sustainable livelihoods and create economic opportunities for both Jordanians and Syrian refugees, while at the same time Increase ability of women to develop sustainable, market-oriented entrepreneurial activities within an enabling policy environment.
Overview
Under the project of “Towards a More Inclusive Economy through Immediate Job Generation and Enterprise Development for Vulnerable Refugee and Host Communities in Jordan – Phase I” 124 women were trained on Women-Do-Business training program, and 70 women were received seed funds enable for them to establish and expand their small and medium enterprises in 2023 in Mafraq and Irbid governorates.

Assignment
ILO would like to hire the services of a national consultant to do tracer study of the beneficiaries of the WDB program which took place under the project in 2023 in Mafraq and Irbid governorates. who were provided technical and financial support under (AICS project – Phase I) to track the status of the women after completing the training.
The national consultant will carry out the assignment to:
1.
Trace the quality of the delivered program,
2.
The result of the delivered training program in terms of employment and expanded/establishedSMEs
3.
Sustainability rate of the expanded/established SMEs
4.
The impact of the established/expanded SMES income on gender equality within the householdand community
Assignment Duration
The assignment will last for 12 days, starting from 10 March 2025 till 30 March 2025.
Deliverables
1.
Deliverable No. 1: Conduct Inception report including with proposed surveys tools, methodology,sample design and data collection proposal
2.
Deliverable No. 2: Draft Report of the study to be submitted to ILO
3.
Deliverable No. 3: Final Report of the study to be submitted to ILO
Activities
1.
Kick off meeting with ILO project team
2.
Desk review of documents related to the project
3.
Inception report with proposed surveys tools.
4.
Collection of data
5.
Draft report with presentation of preliminary findings
6.
Final report
Required Profile
1.
A university degree in social sciences fields, employment, business development, local economicdevelopment or another related field.
2.
At least 5 years’ work experience in research methods (data collection, interviewing, mapping,and data analysis)
3.
Experience in entrepreneurship programs
4.
Proven experience in reporting, communication, and documentation in both Arabic and Englishlanguage
5.
Experience with ILO would be an asset.
The Payment Modality
Payment schedule will be as follows

First payment (70%): upon submission of deliverable no 1 (inception report) and deliverable no 2(draft report)

Second and final payment (30%): upon submission of deliverable no 3 (final report)
*Transportation to the sites is the consultant’s responsibility
