If you answered yes, then this may be the job for you!Chalk River Laboratories (CRL) is looking for a Transportation of Dangerous Goods (TDG) Program Officer. The purpose of this position is to support CNL in the protection of persons, property and the environment during the transport of dangerous goods including radioactive material, by establishing and maintaining requirements and processes necessary to facilitate the safe transport of dangerous goods to and from CNL in accordance with the regulatory requirements. The TDG Program Officer will help ensure that the requirements of this Program will be met by working with the customers, service providers, and others who have a role to play in transportation of dangerous goods.What will you be doing!

• Approving transport packaging.
• Supporting the establishment of a transport package maintenance program.
• Developing package repair procedures, specifications and test requirements.
• Defining procedures for inspection of reusable packages.
• Working with a Design Engineer or individually to develop test procedures for some packages so that CNL can test them to meet the regulatory requirements.
• Developing procedures for loading and unloading each transport package that CNL uses (company-wide).
• Performing field observations of TDG activities, reporting on deficiencies and suggesting corrective actions.
• Providing systematic oversight and support for all groups within CNL who are involved with handling, offering for transport, or carrying dangerous goods.
• Working closely with CNL support organizations (e.g. RP, Security, Fleet Operations, NRU, MPF, Logistics, Waste Management) to ensure that roles and responsibilities dealing with TDG Regulations are clear.
• Providing support to all sites, domestic and international, where CNL is the consignor, consignee or carrier.
• Staying current on and provide recommendations in interpretation of TDG regulations.
• Recommending immediate corrective actions up to and including work stoppage.
• Reviewing documentation in support of the program.
• Assisting in developing and maintaining multi-disciplinary processes to ensure procedures and training stay current with changing regulations and program requirements.
• Reviewing, revising and offering TDG Program trainings.
• Participating in meetings with regulators e.g. CNSC, IAEA and Transport Canada.
• Assisting with internal and external audits and ensure actions assigned are implemented and completed.
• Other duties as assigned by your manager.

What we are looking for:Education:

• Bachelor (Honours) degree in engineering or applied science from a university of recognized standing. Degree in Mechanical Engineering preferred.
• Bachelor (Honours) degree shall be such that it is recognized by the relevant professional association e.g. Professional Engineer of Ontario (PEO), Association of the Chemical Profession of Ontario.

Experience:

• Experience in assessment and approval of dangerous goods transport packages an asset.
• Experience in Project Management an asset.

Abilities and Skills:

• Demonstrates “safety first” attitude. Ensure activities are conducted with CNL, public and employee safety foremost in mind.
• Understands the regulations associated with the transport of dangerous goods.
• Problem recognition and analytical capabilities for problem solving are essential.
• Technical understanding necessary to interpret regulations, clearly communicate impacts to CNL, and facilitate resolutions.
• Ability to see the “big picture” impact of a regulatory change to the entire spectrum of dangerous goods shipments and CNL processes.
• Office procedures, methods, and equipment including computers and applicable software applications such as word, excel (spreadsheets) and databases.
• Good organizational skills.
• Strong oral and written communication skills to ensure that clear messages are conveyed to customers, service providers and fellow team members.
• Planning and prioritization skills to ensure that deliverables are met on schedule.
• The ability to work independently or in a team environment.
• Understand CNL businesses and activities that utilize TDG, including general knowledge of best industry practices.

• United States – Title 49 Code of Federal Regulations & Title 10 Part 71 (CSE 3)

Security clearance eligibility required: Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat “Standard on Security Screening” and the “Policy on Government Security”.Working Conditions:

• Physically fit and able to stay on their feet for long periods of time.
