ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

This position is located in the Climate and Technology Partnerships Division (IET/CTP) in the Directorate on SDG Innovation and Economic Transformation (IET). IET is responsible for developing, based on existing and to-be-developed capacities and service modules, innovative services aimed at strengthening the existing technical cooperation portfolio to meet the current global challenges and attract more funding and new donors, as well as engaging in more and new partnerships with Member States, development partners and the private sector.

CTP promotes and paves the road for the engagement with Member States, the private and finance sector, research,experts and innovation platforms, IGOs and other relevant entities and stakeholders, in the development of strategic partnerships on climate and technology. Through the collaboration with a wide range of external partners and organizational entities within UNIDO, the Division supports Member States in their pathway to net zero and accelerate economic transformation. The focus of the Division is to identify, design, negotiate and coordinate innovative partnerships and support the elaboration and initiation of joint technical cooperation programmes and actions. The Division coordinates UNIDO’s Global Partnership for Hydrogen in Industry and its related green hydrogen programme, representing UNIDO in relevant high-level policy discussions and fora.

PROJECT CONTEXT

Project SAP ID 220104: Green Climate Fund Readiness Programme in Morocco

The Green Climate Fund (GCF) Readiness Programme for Morocco on “Enhancing enabling environment to support the decarbonisation of Moroccan steel production through the application of green hydrogen”, aims to enhance the enabling environment of the deployment of green hydrogen in the Moroccan steel production to contribute to the decarbonisation of the sector.

The project aims to address the lack of knowledge, engagement, and insufficient capacity through different assessments, studies, engagement activities and workshops. This will support strengthening the capacity of Moroccan stakeholders relevant for the application of green hydrogen in industry and in steel production, including policymakers through engagement activities, knowledge dissemination and development of studies and documents. The lack of bankable projects and the lack of feasibility studies will be tackled by supporting the development of pre-feasibility assessments for domestic hydrogen use in steel production as well as further analyses of environmental, social and water-related implications. In addition, the project aims to develop one high quality GCF Project Concept Note for a large-scale project on the production of green hydrogen and its application in steel-based industrial clusters.

To achieve these objectives, the readiness project will focus on:

  • Strengthen the capacity of Moroccan stakeholders relevant for the application of green hydrogen in industry and in steel production, including policymakers through engagement activities, capacity building, knowledge dissemination and development of studies and documents.
  • Support in the development of pre-feasibility assessments for domestic hydrogen use in steel production as well as further analyses of environmental, social and water related implications.
  • Develop one high quality GCF Project Concept Note for a large-scale project on the production of green hydrogen and its application in steel-based industrial clusters. As part of the proposed readiness activities, UNIDO will explore coordination mechanisms with the ongoing PCP to both facilitate knowledge transfer, and to ensure efficient use of existing capacity.

FUNCTIONAL RESPONSIBILITIES

Under the supervision of the project manager (PM) in UNIDO HQs, the National consultant will work in close cooperation with the national coordinator and the International Experts. The national consultant is expected to undertake the assignments described in the table below.

  • Provide support to the international expert in estimating both current and projected green hydrogen requirements for the steel sector, considering production capacity, infrastructure needs, and resource availability.
  • Support provided in preparing a report estimating green hydrogen demand and evaluating infrastructure requirements and feasibility considerations.

  • Provide support to the international expert in assessing steel companies’ capacity to adopt green hydrogen technologies, including their readiness for direct reduced iron (DRI) production facilities.
  • Support the preparation of the report on steel companies’ readiness and potential to adopt hydrogen technologies.

  • Provide support to review and validate the Pre-feasibility report, ensuring its technical soundness and alignment with project objectives
  • Support provided includes reviewing the study and preparing a validation report or feedback document, highlighting key recommendations for improvement or approval.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education

Advanced university degree in engineering, sciences, economics, business administration, international relations, or other relevant discipline with specialization in areas of relevant discipline, is required.

Technical and Functional Experience

  • A minimum of 3 years of professional experience in technical cooperation projects is required.
  • Experience with hydrogen production, storage, and application in industrial processes is an asset.
  • Experience in steel production is an asset.
  • Experience with water management and sustainability assessments for industrial applications is an asset.
  • Proven experience in working on climate change adaptation/mitigation projects, particularly on designing technical components of projects related to energy usage in industry is desirable.
  • Experience with stakeholder consultations and interviews, technical cooperation project evaluations, analysis and drawing recommendations through evaluation results is desirable.

Languages

Fluency in written and spoken English and French is required.
