JOB DESCRIPTION
The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. In Ukraine, UNDP has been working since 1993 with the national and local authorities, public and private sector stakeholders, partners across the UN system, civil society, and local communities to promote inclusive growth and sustainable human development. Our work is guided and informed by the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals (SDGs), to develop targeted solutions to the country’s development challenges. We work in close collaboration with key ministries, departments, and agencies in a robust, integrated manner through Six Signature Solutions:

In Ukraine, these Solutions are integrated and targeted with a focus on three programmatic areas of support:
1. Inclusive Development, Recovery and Peacebuilding

3. Energy and Environment
All three of these programmes are aligned with the national priorities, which include accelerating sustainable economic growth and attracting green foreign investments, fighting corruption, resilient recovery and peacebuilding of the conflict-affected areas based on the principles of leaving no one behind and building back better, and streamlining digital governance to make all-state services accessible electronically.
Under the guidance and direct supervision of Operations Analyst, the Operations Associate supports the execution of various operational and administrative activities of the Country Office, ensuring high quality and accuracy of work. The Operations Associate promotes a client, quality, and results-oriented approach.
The Operations Associate works in close collaboration with the Operations Manager, other Operations Units, programme and projects staff of UNDP Ukraine and other UN agencies to successfully deliver operations related services.
The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation, and abuse.
Duties and Responsibilities
Supports coordination of CO operational activities in the assigned area through:
- Full compliance of operational activities with UN/UNDP rules, regulations, policies and strategies;
- Coordinate operational requests received from UN Agencies, including monitoring and distribution of requests to the various Operations Units;
- Provision of inputs on operational business processes mapping and implementation of the internal standard operating procedures (SOPs);
- Research and retrieval of operations-related statistical data from internal and external sources; preparation of statistical charts, tables and reports if required;
- Takes minutes of the meetings and monitors the follow up of the action points agreed.
Ensures effective finance and logistical support to UNDP CO, as required, through:
- Regular review of expense reports for management projects;
- Preparation and control of supporting documents to payments and activities related to operations and projects;
- Provision of information and support with documentation preparation for different audits, including DIM, Management and other audits related to CO and projects;
- Supports the planning and monitoring of various budgetary resources and ensures quality control of project’s budgets and budget revisions. Provide advanced technical support and inputs in the preparation of various management and project budgets. Ensure the correctness entry of the budgets to Quantum before submission;
- Monitors CO management and development projects’ delivery;
- Monitoring and processing the transactions related to the CO cost-recovery and Delivery Enabling services;
- Support the regular monitoring of the corporate financial and operations -related dashboards (Quantum and Power BI based), coordinating with the responsible units the necessary actions for correction;
- Monitor commitments under the management and development budgets and timely follow up with various operations units to update the Purchase Order statuses.
Supports knowledge building and knowledge sharing through:
- Participation on relevant UNDP trainings;
- Briefing/debriefing of UNDP personnel on issues relating to area of work;
- Sound contributions to knowledge networks and communities of practice between UN Agencies;
- Ensures mainstreaming of gender equality considerations, promote a safe and enabling environment free of any kind of discrimination and abusive behaviour.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Under the direct supervision of the Operations Analyst, the Operations Associate will be responsible for providing support to the activities of the CO Operations and project Teams.

- Support offices with event management including venue identification, accommodation, logistics, catering, transportation, and cash disbursements, etc.
- Secondary Education is required. Or
- A university degree in in Business Administration, Management, Economics, Human Resources, Finance, Accounting, Law, Political or Social Sciences or other related areas will be given due consideration, but it is not a requirement.
- Minimum 7 years (with Secondary Education) or 4 years (with bachelor’s degree) of relevant experience in the field of administration, finance, programme/project support or other relevant fields is required.
Required skills:
- Experience in the usage of computers and office software packages (MS Word, Excel) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems is required.
Desired skills:
- Experience in working with and knowledge of ERP systems will be an advantage;
- Experience of working with international organizations/projects will be considered an advantage;
- Experience in donor financial reporting, including the preparation and analysis of project financial data flows is desired.
Languages:
- Fluency in English and Ukrainian is required.
