Office/Unit/Project Description

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels offers a spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas.

UNDP’s 2022-2025 Strategic Plan highlights our continued commitment to eradicating poverty, accompanying countries in their pathways towards the SDGs and working towards the Paris Agreement. As part of the Global Policy Network in the Bureau for Policy and Programme Support, UNDP’s Nature, Climate Change, Energy, and Waste (NCE&W) Hubs promote and scale up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, mitigate conflict, forced migration and displacement, and promote more resilient governance systems that advance linked peace and security agendas.

BPPS’ Hubs on Nature, Climate, Energy and Waste work with governments, civil society, and private sector partners to integrate nature, climate, energy and waste related concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UN’s largest portfolio of in-country programming nature, climate change, energy and waste. This multi-billion-dollar portfolio encompasses:

  • Biodiversity and Ecosystem Services including forests
  • Sustainable Land Management and Desertification including food and commodity systems
  • Water and Ocean Governance including SIDS
  • Climate Change Mitigation and Adaptation including Nature-based Solutions for Adaptation
  • Climate Mitigation
  • Sustainable Energy
  • Extractive Industries
  • Chemicals and Waste Management
  • Environmental Governance and Green/Circular Economy; and SCP approaches.

This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

The Nature Hub leads global initiatives, including the Environmental Governance Programme (EGP) on Mining, which addresses social and environmental challenges in mining governance. Launched in 2014 in partnership with the Swedish Environmental Protection Agency (Swepa) and funded by the Swedish International Development Cooperation Agency (Sida), the EGP integrates environmental and human rights principles to tackle challenges such as conflict, environmental degradation, inequality, and poverty.

Phase 3 of the EGP (2025-2028) builds on the success of previous phases, which received $18 million in funding. With an expected $10 million for Phase 3, the programme will focus on five countries: the Democratic Republic of Congo, Zambia, Kenya, Argentina and Colombia. It aims to strengthen governance in the mining sector, addressing the rising demand for minerals due to the global energy transition. Key risks, such as biodiversity loss, pollution, and human rights violations, will be prioritized, particularly in countries facing poverty, fragility, and climate vulnerability.

Phase 3 will emphasize support for Indigenous Peoples and local communities affected by mining, working to balance economic development with environmental and social protections. The programme will contribute to global goals such as the Kunming-Montreal Global Biodiversity Framework, the Paris Agreement and the 2030 Agenda.

UNDP is seeking a Project Manager to oversee Phase 3, ensuring coordination between UNDP HQ, Country Offices, Swepa, and other partners.
Scope of Work

Key Functions:

  1. Project management (including planning and oversight of implementing partners)
  2. Project coordination and knowledge sharing
  3. Monitoring and evaluation

Ensure effective project management.

  • Develop project planning process and ensure the work plan and a fully costed budget are prepared based on sound capacity assessments and in accordance with UNDP POPP/PPM Guidelines.
  • Ensure impactful delivery of joint global project in complex and sensitive policy area/fragile settings and across agendas that are not fully aligned and with multiple and changing demands.
  • Coordinate and directs work in a team of 20+ across multidisciplinary areas including through work planning, budgeting, monitoring, and reporting.
  • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners.
  • Support resource mobilization efforts and project development.

Lead project coordination and knowledge sharing.

  • Guide and support to Country Offices/Regional teams/other business units: Coordinate and provide policy and programme support to EGP country offices plus expanded group of countries through training, knowledge sharing and more.
  • Ensure the UN interagency coordination Supports inter-agency coordination on minerals, including the UN Working Group on Transforming Extractive Industries for Sustainable development/Critical Energy Minerals Initiative.
  • Guide and supports policy integration, coordination and collaboration across biodiversity, climate, governance, rule of law, human rights and other relevant teams and experts in ways that ensure strategic integration across portfolio and other relevant practice and policy areas, including preparation of briefing notes, speeches and talking points and roster management.
  • Share, scale and replicate EGP generated knowledge and learning internally and externally including through relevant GPN networks and community of practices and the UN Knowledge Hub on Extractive/Critical Minerals. Ensure that EGP training materials, tools and advocacy publications are needs driven, needs based, effectively produced and strategically disseminated.

Ensure Project Monitoring and Evaluation 

  • Coordinate the finalization of detailed results framework with a focus on agreed indicators and targets in close consultation with Swepa.Review the results framework and update the indicators, baselines, and targets of the assigned portfolio.
  • Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting.
  • Monitor implementation and progress in achieving goals and targets in accordance with the established quality criteria and UNDP rules, regulations, and standards. Identify, analyze, and take adequate measures to manage emerging issues, problems, and risks. Conduct field visits to project location sites.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Institutional Arrangements

  • The incumbent will work home based; The incumbent will report to and be directly supervised by Senior Policy Advisor on Environmental Governance, the incumbent is primarily responsible for the successful management and implementation for the project.
  • The incumbent will be given access to relevant information necessary for the execution of the tasks under this assignment.
  • The incumbent will be responsible for providing her/his own workstation (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection.
  • Given the global consultations to be undertaken during this assignment, the incumbent is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.

Minimum Qualifications of the Successful IPSA
Min. Academic Education
  • Advanced University degree (master’s degree or equivalent) in Public Administration, Policy, Economics, Development Studies or other closely related field is required; or
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Min. years of relevant Work experience 
  • Minimum five (5) years (with master’s degree) or 7 years (with bachelor’s degree) of professional experience delivery, coordination and management of programmes and projects related to sustainable development.
Required skills and competencies
  • Experience in results-based and results-oriented portfolio/programme/project implementation and/or management.
  • Experience in project planning, developing and monitoring work plans and budgets in the context of international organizations and/or UN.
  • Practical experience working with or interacting with donors’ institutions, in the field of environment and sustainable development.
Desired additional skills and competencies
  • Experience applying UNDP policies, procedures and practices on project and programme management and/or monitoring and evaluation is desired.
  • Experience in supporting the development of knowledge products and/or knowledge management strategies is highly desirable.
  • Experience in project and donor reporting is desirable.
  • Knowledge or prior experience in environmental governance is highly desirable.
  • Experience collaborating with the Swedish Environmental Protection Agency (Swepa) is an asset.
Required Language(s) (at working level)
  • Fluency in English is required.
