OBJECTIVES OF THE PROGRAMME

L’Assistant(e) aux Finances aura pour mission de garantir une gestion financiere efficace, transparente et conforme aux normes de l’OMS, en veillant a l’exactitude des operations de paiement, a la mise en œuvre des audits, a la reconciliation bancaire, et au suivi des subventions accordees aux partenaires.

DESCRIPTION OF DUTIES

Sous la supervision generale et les orientations du charge des operations, le ou la titulaire du poste exerce les fonctions suivantes:Gestion des Paiements : – Effectuer et traiter les paiements dans les delais impartis. – S’assurer que tous les paiements sont conformes aux politiques financieres de l’OMS.Reconciliation Bancaire : – Effectuer des reconciliations bancaires mensuelles pour garantir l’exactitude des comptes. – Identifier et resoudre les irregularites dans les releves bancaires.Preparation aux Audits : – Assister dans la preparation des documents et des rapports necessaires pour les audits internes et externes. – Collaborer avec les auditeurs pour fournir les informations requises.Verification des Subventions : – Effectuer des verifications aupres des partenaires concernant les subventions accordees. – Assurer le suivi des depenses et des rapports financiers soumis par les partenaires.Reporting Financier : – Preparer des rapports financiers periodiques pour la direction. – Analyser les donnees financieres et fournir des recommandations basees sur les resultats.Autres Taches Financieres : – Participer a la mise en œuvre et l’amelioration des systemes financiers internes. – Assister dans la formation et le soutien au personnel sur les pratiques financieres de base -Executer toute autre tache connexe que le superviseur hierarchique pourrait lui confier.Des realisations sont attendues de ces activites, notamment la production et resultats de qualite en temps voulu pour soutenir l’atteinte de l’objectif de l’unite et contribuer a une mise en œuvre efficace du programme dans la Region.

REQUIRED QUALIFICATIONS

Education

Essential: Un diplome de fin d’etudes secondaires ou une formation technique equivalente ou alors une formation commerciale avec specialisation en comptabilite, budget et finance
Desirable: Un diplome ou des etudes superieures en comptabilite ou en finance et une qualification en comptabilite ou en finance seraient un atout.

Experience

Essential: Une experience professionnelle d’au moins 10 annees, dont trois a cinq comme charge des activites financieres, budgetaires et/ou comptables.
Desirable: Une experience dans une institution du systeme des Nations Unies ou dans une autre organisation internationale ou multilaterale serait un atout Connaissance des normes financieres internationales et des meilleures pratiques en matiere de gestion des fonds.

Competences : – Excellentes competences en analyse et en rapport financier. – Bonne maitrise des outils informatiques, notamment des logiciels de comptabilite. – Connaissance des systemes de gestion financiere.Qualites personnelles :- Rigueur, confidentialite et integrite. – Capacite a travailler en equipe et a communiquer efficacement

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at MRU 971,195 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
