The Position:

The National SRH Program Analyst is the principal adviser at the national level for integrated technical and program technical assistance and advocacy on Sexual and Reproductive Health (SRH); he/she analyses, assesses relevant policy, social, and economic trends relevant to SRH, and identify opportunities for UNFPA technical assistance, guiding and facilitating the delivery of UNFPA’s programs.

The SRH Analyst will be in communication with all Program and Operation personnel. She/he reports directly to the UNFPA Assistant Representative and under the ultimate responsibility of UNFPA Representative.

Job Purpose:

Provide strategic and high-quality technical assistance for advancing the Country Program Document (CPD) priorities and 3 Transformative results in both development and emergencies contexts, with emphasis on SRH- Quality of the Services

You would be responsible for: 

  • Provide strategic and high-quality technical assistance and programmatic support

I. Provide high quality technical assistance and programmatic support in/for

  • SRH, including Maternal Health, Family Planning, contraceptives, supply chain, GBV prevention and attention, Comprehensive Sexuality Education, prevention of adolescent pregnancy, STI, SRR, emergency preparedness response and assistance, recovery and transition, in coordination with other technical and administrative areas of the Country Office and Regional Office when required.
  • Strengthen the primary healthcare system and timely referral systems to ensure high-quality basic and comprehensive emergency obstetric and neonatal care services, with an emphasis on the use of community strategies and intercultural approaches that have proven effective in maternal mortality reduction.
  • To improve the implementation of intercultural and high quality standards of care to sustain and expand access to SRH services by afro-descendants, indigenous, adolescents, people with disabilities and women from rural communities.
  • Strengthen the competencies of health service providers to ensure age-appropriate, culturally-sensitive, inclusive and accessible SRH services and counselling for women, adolescents and young people, especially from communities, people with disabilities or living in rural areas.
  • Identify requirements and contribute to the development of new or updated policies, positioning, frameworks, guides, standards, instruments, and tools within the topic of sexual and reproductive health and rights, including in SRH for adolescents.
  • Identify and provide analysis-based advice on SRH on the comparative substantive role and specific contribution of UNFPA in the progress of the ICPD and 2030 Agenda and contribute to policy dialogue, requesting technical support through LACRO when required in the country.
  • Guide, facilitate and implement the delivery of UNFPA SRH technical assistance and supporting and monitoring activities and results achieved in the implementation.
  • Ensure and guide appropriate application of systems and procedures guided by UNFPA Policy and Procedures Manuals, including administrative and financial procedures such as Harmonized Approach Cash Transfer (HACT).
  • Expedite and coordinate the output Quality of the Services of the CPD 2024-2028 implementation, establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies.

II. Capacity Building and Knowledge Management

  • Support the development of national capacities in SRH both at the institutional and with key partners level, seeking to provide high-quality technical support in the area and in accordance with the UNFPA mandate.
  • Contribute to strengthen the capacities of health counterparts for forecasting, estimating of goals and procurement of modern contraceptives, particularly LARCs, to strengthen the supply chain to reach the “last mile”, across development and emergency settings.
  • Enhance of the knowledge base regarding current and emerging SRH trends issues, by analyzing program, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
  • Contribute to improve coordination and communication among partners to enhance the use of resources and the actions of each partner for the benefit of the target groups.
  • Support the formulation and execution of a technical and budgetary monitoring and evaluation plan in accordance with the Results Based Management (RBM) that allows the timely monitoring of the indicators of the own work plans and of the associates.
  • Contribute to the development of national mechanisms to share skills and technical knowledge among key partners in the implementation of the country program in SRH.
  • Provide oversight to the implementation of NEX Audit recommendations; develop and implement capacity building plans for Implementing Partners (IPs) in the context of HACT with due regard to micro-evaluation findings, with a focus on results-based monitoring and evaluation.
  • Support when necessary, the analysis of reports on the area of gender, population and development, incorporating technical inputs from SRH.
  • Support the national construction of knowledge platforms in SRH, facilitating the development of skills and specialization for personnel from national institutions or other organizations that work in SRH.
  • Produce inputs for reports of projects, funds and the CPD in SRH matters.

III. Coordination and Resource Mobilization

  • Contribute to articulation between outputs and teams of SRH, Population and Development/Monitoring and Evaluation, Gender Based Violence and Comprehensive Sexuality Education and Intersectoral Coordination.
  • Contribute to improve coordination and communication among partners to enhance the use of resources and the actions of each partner for the benefit of the target groups.
  • Support the formulation and execution of a technical and budgetary monitoring and evaluation plan in accordance with the RBM that allows the timely monitoring of the indicators of the own work plans and of the associates.
  • Provide support and oversight to the implementation of NEX Audit recommendations; develop and implement capacity building plans for IPs in the context of HACT with due regard to micro-evaluation findings, with a focus on results-based monitoring and evaluation. (Capacity building element could also fit under II)
  • Contribute with SRH components and proposals that will be used in the mobilization of resources.

IV. Representation and Communication

  • Represent UNFPA on SRH issues at the national level and regional level when needed, contributing to the development of substantive national and regional perspectives of UNFPA on SRH.
  • Engage in policy dialogue and advocate for substantive SRH issues at national, regional, intergovernmental, UN meetings and forums, and other technical spaces.

V. Work Relationships and Supervision

  • The Sexual and Reproductive Health Officer maintains collaborative relationships with all country office staff.
  • She/he will report to the Assistant Representative and under the ultimate responsibility of the Representative.
  • She/he will have under supervision the consultants, Implementing Partners, and assistant personnel of her/his programmatic area and the personnel assigned to the co-financing projects or joint programs.
  • She/he will have an active role and co-leader in the inter-agency groups created by the United Nations Country Team and in the sectors of the Humanitarian Team related to the area of SRH.

Carry out any other duties as may be required by UNFPA leadership.
Education:  

An advanced degree (Master’s degree or equivalent) in health, medicine, with specialization in Sexual and Reproductive Health, Obstetrics and gynecology, SRH in adolescents or fields related.

Qualifications and Experience:  

  • A minimum of 2 years of specialized professional experience in Sexual and Reproductive Health (SRH),
  • At least 2 years focused on contraceptives, family planning, and/or essential obstetric care.
  • Strong understanding of the national health system, including models for health service delivery.
  • Comprehensive knowledge of quality of care principles, human rights in the context of SRH service delivery, and clinical care for survivors of sexual violence.
  • Proven track record of technical leadership in SRH, with demonstrable results.
  • At least 2 years of experience in program/project management.
  • A minimum of 2 years of experience working in international cooperation.
  • Demonstrated knowledge and experience implementing the Minimum Initial Service Package (MISP) for Reproductive Health in collaboration with partners and communities (desirable).

Desirable:

  • Familiarity with the UN/UNFPA mandate and monitoring tools.
  • At least 2 years of working experience with vulnerable populations based on the principle of Leaving no one behind as core of the 2030 Agenda for Sustainable Development.

Languages: 

  • Fluency in English and Spanish is required.
