This post is located within the Bureau for Digital Business Solutions (DBS), under the direct supervision of the Chief Information and Technology Officer (CITO).
The Technical Project Manager will be responsible for laying the technical groundwork to streamline data management and across the organization. The post will coordinate the consolidation of databases across the Organization to further intersectoral data linkages and facilitate integrated data dashboards. The Technical Project Manager will spearhead enhanced data management processes and lead efforts to ensure overall good technical governance. She/he will be instrumental in developing strategies to measurably improve data reporting and dissemination, while enabling intersectoral data analysis and dissemiation.
The Technical Project Manager will capitalize on how meaningful training and capacity building can guide the development of digital literacy by enhancing the digital skills of UNESCO staff through workshops and providing ongoing support to improve the digital literacy of the Organization as a whole.
The key responsibilities of the role are as follows:
Design and implement data architecture foundations: Develop the technical architecture for data services, ensuring seamless integration and mutualization across various platforms and systems. This includes contributing to the design, in collaboration with service providers, of an environment that uses scalable and efficient data pipelines, storage solutions, and data model deployment frameworks.
Optimize data integration and interoperability: Lead efforts to consolidate and integrate data from multiple sources, enhancing intersectoral data linkages. Develop and implement strategies for data interoperability, ensuring that data can be easily shared and utilized across different sectors and systems within UNESCO.
Technical governance of data: Provide technical leadership and oversight for the integration of datasets, ensuring that this integration is implemented according to best practices and organizational standards. Ensure that the resulting data services are reliable, secure, and optimized for performance, and that they meet the needs of various stakeholders within the organization.
Training and capacity building: Guide the development and delivery of training programs and workshops to enhance the data skills of UNESCO staff, focusing on the technical aspects of data governance. Provide ongoing support and resources to help staff effectively leverage data technologies and data services in their work.
Advanced University degree (Master’s or equivalent) in Computer Science, Engineering, Data Governance, Statistics, Applied Mathematics or a related field.
A first-level University degree (Bachelor’s or equivalent) in Computer Science, Engineering, Data Governance, Statistics, Applied Mathematics or a related field, in combination with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work Experience
At least four (4) years of progressively relevant professional experience in data science, data management, AI, ML, business analysis or strategy development and execution or a related field, of which two (2) years acquired at the international level.
Technical experience in various aspects of data management, data curation, data acquisition, cleaning and management, and data analysis.
Track record of project delivery for large, cross-functional projects on technology platforms.
Experience working on production systems and familiarity with agile development practices, version control and issue tracking tools.
Skills and Competencies
Robust understanding of IT context and tools and their linkage to business processes that enable day to day operations.
Deep foundational knowledge and understanding of data management.
Extensive experience managing, interacting, and collaborating with key internal and external business stakeholders with the ability to explain technical concepts, specifications and solutions by translating them into relevant customer contexts.
Extensive experience working in a client facing role.
Languages
Excellent knowledge (written and spoken) of English or French, and good knowledge of the other.
DESIRABLE QUALIFICATIONS
Skills and Competencies
Strong writing and communication skills, including for advocacy purposes, and the aptitude to handle competing messages and priorities with multiple audiences and at various levels of seniority.
Languages
Knowledge of other official languages of UNESCO (Arabic, Chinese, Russian and Spanish).
