Context

Under the overall authority of regional sector of Education and direct supervision of the Chief of the head office in Libreville and the specialist programmed of Libreville, the incumbent is responsible for ensuring effective workplanning, budgeting and monitoring across the global programme, for narrative and financial reporting, human resources planning and contract management, and for supporting donor relations and resource mobilisation including responsi-bility for elements of UNESCO’s work as a cosponsor in the UNAIDS Joint Programme. Guided by the UNESCO Strategy on Education for Health and Well-being, the postholder will be responsible for cross-cutting programming planning, monitoring and resource mobilisation. Other tasks as may be assigned by the Chief of the Section and the Director of the Division, including preparation of regular reports, briefings and other information materials as may be necessary. More specifically, the volunteer will undertake the following tasks:

Task Description

1) Strategic planning and coordination: a. Support implementation of the Strategy on Education for Health and Well-being, at global, regional and country levels. b. Lead on workplanning and budgeting for the Section across all extra-budgetary and core funds, in collaboration with programme staff to ensure coherence of activities and availability of budgets. Support development and review of results assessment frame-works. c. Establish and monitor workplans for all core and extra-budgetary programs in collabo-ration with Yaoundé and the specialist in Libreville. d. Prepare monthly budget monitoring updates for health education projects, including those implemented through the Special Account on education for Health and Well-being, the UNAIDS Joint Programme. Liaise with project officers at Headquarters (HQ)and regional offices to flag instances of low implementation and identify solutions. Support the budget management of “Our Rights, Our Lives, Our Future” programme in Africa. e. Provide guidance and backstopping to colleagues in the Section for programme im-plementation and monitoring, anticipating key issues and identifying creative and practi-cal solutions, in collaboration with Education Executive Office and corporate services where appropriate. 2. Narrative and financial reporting: a.Work with section colleagues to prepare bi-annual reports on progress, and support regional advisors and country officers, to ensure the timely submission of Core Planner reporting every six months (July/January) and to draft or consolidate contributions for the EX/4 report to the UNESCO Executive Board. b. Lead on coordination, finalization and submission of narrative and financial reporting to donors for programmes managed by HQ (Sweden, Norway, France, Irish Aid, UN-AIDS, etc.). Coordinate input from project officers and monitoring specialists for pro-grammatic inputs and quantitative results for results assessment framework. c. Liaise with Administrative Officers, Bureau of Financial Management, and Bureau for Strategic Planning for financial management and reporting, ensuring alignment with or-ganisation’s requirements. d. Lead on preparation of annual review meeting with donors (agenda, logistics, prepa-ration of summary slides and speaking points). e. Synthesize information on health education activities for input into briefings, reports, and presentations 3. Donor relations and Resource mobilization: a. Support the development of project proposals for bilateral, multilateral, private sector and civil society partners. b. Provide programmatic and budgetary input for extrabudgetary proposals, including supporting the preparation of results-based budgets and budgets by category of ex-penditure. c. Support the office and regional teams to follow UNESCO’s approved extrabudgetary process including identifying appropriate funding modalities, requesting approval for workplans and budgets through Core Planner and B4U tools, and liaising with AOs, BSP, BFM and Legal Affairs as appropriate. d. Facilitate smooth communications with donors and partners. 4. Focal Point for UNESCO’s role as cosponsor in UNAIDS Joint Programme: a. Coordinate UNESCO engagement in the UNAIDS Unified Budget, Results and Ac-countability Framework (UBRAF) in close consultation with the UNESCO Global Coordina-tor, including providing budget analysis, drafting criteria for the work programming pro-cess, and delivering ‘real-time’ analysis of overall UNESCO regional, Sector and activity breakdowns. b. Lead on preparation of UNESCO’s inputs / briefings, and review of key documents by Secretariat or cosponsors, for all UNAIDS meetings including the Programme Coordinat-ing Board, the Committee of Cosponsoring Organisations and Global Coordinator / Focal point meetings. c. Facilitate the smooth flow of information and good relationships among partners and UNESCO. 5. Contribute to other tasks including the development and monitoring of the section’s work in line with the UNESCO strategy on education for health and wellbeing.

Living conditions and remarks

Located in Central Africa, Gabon is endowed with significant natural resources. With a coastline on the Atlantic Ocean, it is bordered by Cameroon, Equatorial Guinea and the Republic of Congo. Despite its vast, mainly forested surface area, Gabon will only have 2.3 million inhabitants in 2021. Gabon’s level of urbanisation is one of the highest in Africa, with over 80% of its population living in urban areas. The two main cities, Libreville and Port-Gentil are home to almost 59% of the population. Youth is a distinctive feature of its demography: half the population is under 20, and while the fertility rate in urban areas is four children per woman, it rises to six in rural areas. A pioneer in ecological issues, Gabon is actively working to protect its tropical forest, making it a net carbon absorber and championing carbon neutrality initiatives. Its diverse ecosystem offers fertile soils, abundant coastal resources and fisheries. However, despite its economic potential, the country is struggling to translate the wealth of its resources into sustainable and inclusive growth. Despite having won a third term in the presidential election, Ali Bongo was deposed on 30 August 2023, following a military intervention orchestrated by the Committee for the Transition and Restoration of Institutions (CTRI). Brigadier General Brice Oligui Nguema was appointed President of the Gabonese transition. At the beginning of this period, several institutions, including the Senate, the National Assembly and the Constitutional Court, were temporarily suspended, then reorganised around a charter drawn up with the President of the transition.
