UN Women: Consultant – Update CSPro Scripts and Provide Capacity Building for the Gender and Environment Survey, Home-based, with travel to Bangkok, Thailand, International Consultant

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The purpose of this consultancy is to support the implementation of the Making Every Woman and Girl Count programme in Asia and the Pacific, specifically by strengthening the implementation of Gender and Environment Surveys. The consultant will be responsible for updating the CSPro questionnaire script, developing protocols and tools to support quality control during data collection, and building the capacity of the gender statistics team in administering and managing the survey using CSPro.

The consultant will report to the Regional Gender Statistics Specialist.

Description of Responsibilities/ Scope of Work:

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative, “Making Every Woman and Girl Count (Women Count)” aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Asia-Pacific regional component of the Women Count Programme encompasses a multi-year and multi-country programme of work with particular focus on implementing and supporting regional and country-specific activities in Asia and the Pacific. This includes work in the three inter-related key areas: (1)Building a supportive policy and institutional environment for the localization and effective monitoring of the SDGs; (2)Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and (3)Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

Within the context of implementing the programme in Asia and the Pacific, and with the ultimate goal of enhancing the suite of tools available to countries to implement Gender-Environment Surveys (GES), UN Women is seeking the services of a consultant. The consultant will be responsible for adjusting the CSPro syntax to align with the updated model questionnaire for GES surveys, developing protocols and tools to support robust quality control during data collection, and building the capacity of the gender statistics team in deploying CSPro for GES data collection and implementing quality control procedures during fieldwork.

Roles and responsibilities:

Questionnaire scripting in CSPro

• Review, adapt and finalize the existing CSPro script to ensure it is fully aligned with the latest version of the Model Questionnaire for GES, and the latest script available in Survey Solutions
• o Adapt and update the existing CSPro script to align with the latest version of the Model Questionnaire on Gender and the Environment, as well as the Survey Solutions script, including alignment in question phrasing, numbering, skip logic, and validation rules.
• o Test and debug the CSPro script to ensure it functions correctly and is ready for deployment in the field.
• o Integrate a TPK map feature within the CSPro questionnaire to enable enumerators to verify the geographic location of sample households during data collection.
• o Integrate relevant pictures and illustrations in the survey script to facilitate questionnaire administration.
• o Provide clear technical documentation of the script structure and key functionalities.

Quality Controls during data collection using CSPro

• Support the development of systems and tools to ensure high-quality data collection through CSPro, enabling real-time monitoring and error detection
• o Design and develop CSPro-compatible tools or procedures to monitor data collection progress, interviewer performance, and response patterns.
• o Build functions into the CSPro script that flag inconsistent, missing, or outlier responses in real-time, to support immediate correction in the field.
• o Develop automated checks or dashboards (if applicable) for supervisors and field coordinators to track survey implementation and identify potential data quality issues.
• o Incorporate features that enable supervisors and headquarters to assign interviews, review completed interviews, reject those with issues, and reassign them to enumerators for correction or re-interview, mirroring the workflow used in Survey Solutions.
• o Provide guidance on data flow and synchronization processes for CAPI deployment, including file management and troubleshooting protocols.
• o Document the quality control features and train the team on how to use them effectively during the data collection process.

Capacity building on CSPro Administration and use

• Build the capacity of gender statisticians to effectively administer adapt and troubleshoot the CSPro system throughout the survey lifecycle.
• o Conduct a one-week hands-on training on CSPro functionalities, including scripting, deployment, and troubleshooting.
• o Provide practical guidance on administering CSPro during survey implementation, including assigning interviews, managing data synchronization, and handling rejected/revised questionnaires.
• o Offer one additional week of coaching on real-time data monitoring and quality control features embedded in the script.
• o Build longer-term capacity to modify and adapt CSPro scripts for future surveys.

Consultant’s Workplace and Official Travel:

This is a home-based international consultancy with travel to Bangkok for at least one week required; and availability for coaching during Bangkok working hours. The consultant will work off-site (work from home) and come to UN Women office for the training sessions during the dates agreed with UN Women. The consultant is expected to make himself/herself available to resolve questions or queries during Bangkok’s working hours. As part of the official duty of this consultancy, the consultant may be expected to travel, which will be processed by UN Women, following UN women Duty Travel policy.

The contract period will be 2 months.

Required Qualifications:

Education and Certification:

• Master’s degree in the field of mathematics, statistics, computer science, development affairs or related area.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

• A minimum of 2 years of professional experience in questionnaire scripting for survey implementation utilizing CSPro is required.
• Mastery knowledge of CSPro and script writing for implementation of a national survey is required.
• Knowledge of survey scripting using Survey Solutions is desired.
• Experience working with the United Nations in the area of statistics, and specifically survey scripting, is desirable.
• Experience working on countries in Asia and the Pacific is desirable.

Language requirement

• Excellent command of English.
