Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkey (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socioeconomic development towards the advancement of gender equality in Turkey”. UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. In line with its coordination mandate, UN Women promotes coordination and coherence across the UN system to enhance accountability and results for gender equality and women’s empowerment, including through joint programmatic and advocacy actions and initiatives, standardized tools and guidance and services to strengthen the relevant capacities of the UN system. Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights, and services in political, social, and economic life, and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change. UN Women Türkiye has been at the forefront of support for Türkiye’s continuous commitment to implement international norms and standards on women’s rights, and the enhancement and implementation of relevant national legal and policy frameworks. The CO has been operational in Türkiye since 2012.
In 2025, the global community will mark the thirtieth anniversary of the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995). Thirty years ago, in 1995, people from every part of the world committed to achieve gender equality when the Beijing Declaration and Platform for Action was adopted by 189 governments and endorsed by thousands of activists. The Platform for Action provides a roadmap toward equality. Twelve areas of critical concern in the platform cover areas of life requiring the most urgent action to deliver gender equality for Women and men, in all their diversity: poverty, education and training, health, violence against women, armed conflict, the economy, power and decision-making, mechanisms for the advancement of women, human rights, the media, the environment and the girl child. The plan includes numerous proposed actions, including commitments.
UN Women also supports the Development of Country Gender Equality Profile (CGEP) in the countries where it operates. Country Gender Equality Profiles (CGEPs) are in-depth, national-level analyses of the status of women and men, based on both statistical and qualitative data. CGEPs aim to strengthen national understanding and data on the advancement of the international, regional and national commitments towards GEWE with a view to strengthen their integration in policy and programming. They are a primary source for evidence-driven advocacy and programming for national stakeholders, international development partners and the UN System to advance gains and overcome bottlenecks at the national, regional and global level. The format of corporate UN Women CGEPs follow the same structure as UN Women Strategic Plan 2022- 2025 thematic areas. Additionally, and depending on the country context, other issues might need to be added such as Health, Education or other topics included in the Beijing Platform of Action.
UN System Wide Gender Equality Acceleration Plan (GEAP) launched on March 7, 2024, by the UN Secretary-General calls for a principled, strategic, and norms-based approach to advancing and preventing further rollbacks of women’s and girls’ rights. The GEAP has five sets of accelerators to be implemented by 2030: A Clarion Call for Gender Equality, Gender responsive leadership, Accountability for gender equality results, Resources, Actions for girls everywhere. At country level, the GEAP encompasses various aspects aimed at supporting ongoing efforts to improve accountability for gender equality In order to deliver for women and girls and for gender equality at country level the focus of GEAP will include (i)holding both the UN system and countries accountable for progress on gender equality; (ii) corporate alignment with existing UN system gender tools and mechanisms, such as the UNCT-SWAP Gender Scorecard and UN SWAP, and (iii) advocacy and messaging to stand up for gender equality and women’s and girls’ rights in an unequivocal way. Furthermore, there will be two critical accelerators for joint implementation for country level GEAP implementation: Country Gender Equality Profiles (Accelerator 2.1) and Country Gender Equality Biennial Reviews (Accelerator 3.3).
In this light, UN Women wishes to hire a National Expert who will support the production, analysis and use of gender statistics and sex-disaggregated data and knowledge in Türkiye related to the progress towards gender equality since the Fourth World Conference on Women and adoption of the Beijing Declaration and Platform for Action (1995).
Description of Responsibilities/ Scope of Work
The objective of this assignment is to produce knowledge products based on data and statistics demonstrating the progress in the in the twelve areas of critical concern in the Beijing Declaration and Platform for Action.
Under the overall guidance of the UN Women Deputy Country Director and the direct day-to-day supervision of the UN Women Programme Specialist, National Consultant on Gender Statistics for Beijing 30+ will implement a set of tasks, including:

All deliverables shall be received and cleared by UN Women. All reports shall be presented in English, in electronic version.
The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women shall be the only criteria for consultant’s work being completed and eligible for payment/s.
The National Consultant will be reporting to Programme Specialist and will work together with the different programme teams at UN Women and also with focal points at the national institutions including Turkish Statistical Institute.
Consultant’s Workplace and Official Travel
The assignment is home-based, and no travel is foreseen for the assignment. If there will be any need to travel outside of consultant’s city of residence, UN Women Türkiye CO will organize the travel of the consultant and cover the expenses in line with the UN Women’s travel rules and policies.
Mandatory Training Courses
The Consultants shall complete all the mandatory and other required UN training courses and modules on time. The certificates shall be submitted to the supervisor.
