Background

The Millenium Development Goals and national efforts to advance the 2030 Agenda for Sustainable Development remain unfinished work. Therefore, UNDP Indonesia Country Program 2021-2025 partners with the Government of Indonesia develop the Health Governance Initiative Program (HEART) to improve access and quality of health services towards universal health coverage. Working with government partners and civil society organizations, the HEART Program will leverage UNDP’s global expertise in governance for health and implementation support for major health initiatives. The program will consider gender perspective, develop innovative solutions, and capacities through technical assistance, south-south cooperation, and partnership for better sustainable health outcomes for all.

HEART Program currently manages 3 Project Documents (Prodoc). All three have similar objectives to advance achievements of National Health Strategic Plan and SGDs #3, Good Health and Well-being commitment, with different intervention focuses and funding sources.

HEART 2020-2025 Prodoc extension focuses on the technical assistance for management of the Health Laboratory Capacity Development, Diseases Surveillance, Logistic Monitoring and Procurement Supply Chain Management funded by Global Fund COVID-19 Response Mechanism (C19RM) initiative.
SMILE 2024-2026 Prodoc, focuses on the Electronic Immunization Logistics Monitoring System for routine immunization vaccines and the New Vaccine Initiative through funding from GAVI.
While MTC ATM 2024-2026 Prodoc, focuses on strengthening the implementation of the National Strategy Plan for AIDS, Tuberculosis and Malaria elimination in Indonesia through funding from the Global Fund and DFAT Australia.

Currently each Prodoc has a project output indicator that contributes to Gender Marker 2, a significant gender equality intervention embedded in project objective. However, to elevate the project impact, the HEART Program plans to increase the contribution of the output indicators into GEN 3 with also gender transformative approaches that aims to change norms and create enabling environment for health equality. Through funding from DFAT and Co-Financing from UNAIDS, the HEART Program plans to provide Technical Assistance in Human Rights and Gender thematic areas with 2 activities as follows:

Technical Assistance in increasing knowledge and capacity of GF Principal Recipients that responsible in CSS HR (Community System Strengthening in Human Rights) implementation. Collaboration with UN AIDS- TSM as co-financing and IAC as the principal recipients, the HEART Program will develop virtual-animated module of human rights and gender as well as e-learning platforms.
Technical Assistance in active community participation and strengthens the CSS-HR District Task Force in monitoring and advocating for the quality of public services through the utilization of national feedback mechanism, such as SP4N-LAPOR, with a focus on human rights and gender issues, aimed at reducing stigma and discrimination of key populations and PLHIV.

Therefore, to ensure adequate impact of gender mainstreaming throughout the HEART program and enabling the environment to deliver gender responsive for sustainable health, as well as to support the UNDP Country Office in maintaining Gender Seal Certification, the HEART Cluster will need an expertise capacity in Gender and Human Right. Under the direct supervision of the HEART Cluster Lead and in close collaboration with colleagues in the Programme and Operation Sections of UNDP Indonesia, the Gender and Human Rights Officer is responsible for the promotion of GEN 3 in the project implementation and design as well as providing Technical Assistance in Human Rights and Gender thematic areas across 3 currents project documents. This is achieved through supporting gender mainstreaming into programmes and projects and provision of substantive and technical input toward achieving full compliance with gender seal programme. In addition, s/he will be in charge for producing gender-sensitive Result Reporting which will provide transparent information on impact and results achieved by the HEART programme. S/he will also apply the practical tools and guidelines to make an assessment, measure and monitor improvements of results on gender equality and women’s empowerment of the HEART Programme and portfolio.

Duties and Responsibilities

The incumbent will report to the HEART Cluster Lead who will be the primary supervisor of the incumbent. Enclosed org chart for reference as annex to this TOR.

Under guidance of the HEART Cluster Lead, s/he will be responsible for the following task in supporting:

Provision of high-quality advisory support on human right and gender focusing on the following results:

Effective technical assistance for Human Right and Gender related program to The Global Fund Principal Recipients. Technical Assistance in increasing knowledge and capacity of GF Principal Recipients that responsible in CSS HR (Community System Strengthening in Human Rights) implementation.
Collaboration with UN AIDS-TSM as co-financing and IAC as the principal recipients, we will develop virtual-animated module of human rights and gender modules and e-learning platforms.
This media can be used by IAC and strategic partners to increase as well as provide minimum standard of knowledge and capacity to their staff. UNDP will measure the utilization by tracking the number of participants who take the courses and pass the post-test minimum scores.
Effective technical assistance in active community participation and strengthens the CSS-HR District Task Force in monitoring and advocating for the quality of public services through the utilization of national feedback mechanism, such as SP4N-LAPOR, with a focus on human rights and gender issues, aimed at reducing stigma and discrimination of key populations and PLHIV.
Communities will be supported to advocate data protection when accessing the platform. UNDP will measure the utilisation by tracking the number of submitted (the sigma and discrimination in public services) reports and percentage of reports that followed up and solved. The effort will be conducted through a collaboration with UN AIDS-Ubraf as co-financing and IAC as the main beneficiaries.
Well-managed advocacy of Human Rights and Gender Issues, including consultative meetings that will be held involving community, stakeholders, NGO, governments.
Takes overall responsibility for the project and performs oversight roles for priority action on Human rights, stigma and discrimination.
Effective coordination with gender task force in Country office UNDP, project manager, GF Principal Recipients, and UNAIDS team on each report and assistance.

Provide technical support, advice and inputs to the country programme development, implementation of CO Gender and Social Inclusion (GESI} strategy:

As HEART Cluster gender focal point guide the development and/or ensure implementation of Strategic Plan and the Gender Equality and Social Inclusion strategy, its plan of action, and gender mainstreaming tools and ensure improve programme and projects from a gender perspective.
Ensure design and implementation of gender sensitive results and resource framework (outputs, indicators, baseline and targets) and monitoring and evaluation plan, including regular monitoring of gender marker and provide advice to HEART programme colleagues to maximise budget allocation directly contributing to gender equality results.
To provide advisory support to HEART programme and project in ensuring the integration of gender and social inclusion perspective into annual work plan and programme/project implementation (including support for gender analysis, gender screening in the Local Project Appraisal Committee/LPAC processes),
To work with Operations unit to ensure gender sensitive operations business processes are implemented and CO gender parity is promoted at all levels.

Ensure gender mainstreaming exercise and improve the GEN 3 design and implementation for the HEART Program:

Provide guidance and coordination to fully integrate gender dimension in policies, programs and projects.
Lead the capacity assessment of gender mainstreaming capacity and propose and execute gender equality related capacity-building activities for HEART staff and stakeholders. At minimum, it includes capacity building on gender analysis, gender mainstreaming in programming, and other substantive gender topics relevant to HEART Program.
Orient HEART staff on the use of Gender Marker, in assessing the extent of gender sensitivity in development approaches and the level of investment of HEART Program, monitor and analyse the results for Gender Marker reporting and produce recommendation of action plan.
Leading capacity building for prevention sexual harassment, exploitation and abuse for internal and external parties in line with guidance from corporate/ global task force.
To provide support in improving the HEART’s capacity to produce programmatic monitoring tools and results reports that are gender-sensitive, such as through the Internal Project Assurance Report (PAR) and other required UNDP’s monitoring and reporting mechanism.

Facilitate knowledge and capacity building, knowledge sharing

Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

Advanced university degree (master’s degree or equivalent) in Psychology, Gender Studies, Social Sciences, Development Studies or related field is required. OR
A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:

Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressively responsible work experience in gender equality and human rights.
Experience in providing technical and capacity building support to national, and or other multilateral/ technical organization
Proven experience in handling gender issues analysis and research
Experience in public health and/or HIV AIDS.
Experience with the UNDP and/or UN agencies Experience in managing a large group from government, private sector and civil society.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
Strong record in conducting research or assessment, generating synthesis and making meaningful inferences.

Required Languages:

Fluency in English and Bahasa Indonesia is required.
