The Ministry of Commerce (MoC) will play a crucial role in the post-LDC scenario, despite facing limited resources—encompassing human, financial, and technical capacities—and programmatic support. The IP Transformative Economic Policy Programme (TEPP) – II project, funded by the UK government, aims to bridge these gaps, aligning closely with national priorities for a smooth LDC graduation, particularly on Bangladesh’s trade policy and trade negotiation skills, inter-ministerial coordination on compliance issues, private sector’s competitiveness, and evidence-based policy initiatives.
Foreign Direct Investment (FDI) will also play a crucial role in supporting ongoing growth and economic development and reaping potential benefits from the LDC graduation. In an evolving context, Bangladesh will need to improve investment facilitation, retention, and aftercare services to attract more FDI. This project, through the Research and Analytics Unit (RAU), anchored in the Bangladesh Investment Development Authority (BIDA) of the Prime Minister’s Office will also support evidence-based policy reforms for improved investment climate in Bangladesh.
The MEAL Analyst will be responsible for designing, implementing, and managing the Monitoring, Evaluation, and Learning framework of the IP TEPP – II project. The MEAL Analyst will provide technical expertise and support in collecting, analyzing, and reporting data, ensuring that project performance is tracked and that lessons learned are systematically integrated into project activities and strategies.
The position will play a key role in ensuring the project’s transparency, accountability, and effectiveness by developing appropriate indicators, conducting evaluations, and ensuring that knowledge is effectively disseminated to stakeholders.
S/he will be responsible for the following tasks:
Monitoring and Data Collection
- Develop and manage a comprehensive Monitoring and Evaluation (M&E) plan for IP TEPP – II in line with project objectives, UNDP standards, and national priorities.
- Design and implement data collection methodologies (surveys, interviews, focus groups, etc.) that are gender-sensitive and inclusive of marginalized groups.
- Ensure systematic data collection processes across project activities and regions, including baseline assessments, mid-term reviews, and end-of-project evaluations.
- Regularly track and report progress on project activities against the established indicators and targets.
- Ensure the accuracy, completeness, and timeliness of project data in collaboration with project teams.
Evaluation and Impact Assessment
- Design and lead the development of both formative and summative evaluations of the project, as well as mid-term and final assessments.
- Ensure evaluations are gender-sensitive, rights-based, and address sustainability within the context of the project.
- Collaborate with external evaluators and experts to ensure high-quality evaluations are conducted and that findings are used for adaptive programming
- Ensure that evaluation findings and recommendations are effectively communicated and used to improve the project’s effectiveness and impact.
Learning and Knowledge Management
- Develop and implement a Learning and Knowledge Management Strategy that captures lessons learned, best practices, and innovative approaches.
- Facilitate knowledge sharing within the project team and with stakeholders to inform future programme design and improve ongoing implementation.
- Organize learning events such as workshops, webinars, and briefings to share findings, lessons, and recommendations with key stakeholders including the UNDP, government partners, private sector, think tanks, and civil society.
- Ensure that findings from evaluations and assessments are utilized for continuous improvement of the project.
Reporting and Stakeholder Engagement
- Prepare high-quality M&E reports, project briefs, and presentations for UNDP, donor, government counterparts, and other stakeholders.
- Work together with the project’s Communication Analyst to ensure that monitoring data is presented in user-friendly formats for different audiences.
- Support the development of donor reports and ensure that reporting requirements are met on time.
- Engage regularly with national and international stakeholders to ensure alignment of the M&E system with national policies, frameworks, and standards.
Capacity Building and Technical Support
- Provide training and capacity building to project staff, local partners, and government counterparts on M&E processes, tools, and techniques.
- Support the development of capacity-building materials and resources on M&E.
- Provide technical support to ensure that all project staff understand and comply with M&E requirements.

- Advanced university degree (master’s degree or equivalent) in in Evaluation, Economics, Public/Business Administration, Social Sciences, Statistics or related field is required, OR
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in Monitoring and Evaluation and Learning.
- Experience in designing and implementing results measurement systems in the development context at the national or international level.
- Experience in extracting relevant findings from data to inform strategic decision-making.
- Experience in monitoring projects with a market systems development approach.
- Experience in information analysis and report writing.
- Experience in providing training on results measurement systems
- Strong analytical thinking and problem-solving skills.
- Able to work effectively in a team and in an international environment.
- Excellent interpersonal skills with an ability to communicate and engage with project stakeholders.
- Experience working with international organizations, developing country governments, the private sector, donor agencies and/or NGOs and other civil society groups involved in various sectors of international development.
- Experience in the use of computers to present data using graphics, and creativity.
Required languages:
- Fluent in English and Bangla, both verbal and written.
