The Office of Human Resources (OHR) is part of the UNDP Bureau for Management Services (BMS). It is the anchor of the global HR function for UNDP, providing strategy and policy setting, guidance, and oversight. In addition, BMS/OHR provides a broad range of HR advisory and talent management services enabling UNDP to deliver fully integrated development solutions to enable its workforce to deliver more and better results. BMS/OHR aims to be at the leading edge of HR in the international development sector by developing high quality and innovative human resources solutions and driving transformation across UNDP.
The Talent Development Unit (TDU) at the Office of Human Resources (OHR) enables and fosters a culture of continuous learning and develops talent at all levels across UNDP. TDU designs and implements programmes, processes, experiences, and tools to develop learning ecosystems, stimulate learning, catalyze innovation, and create knowledge to improve individual and team performance.
The vision is to contribute to UNDP’s mission by embedding learning as a core aspect of the organization’s operations. Through our work, we are implementing the People Development Strategy 2024-2025, aligned with UNDP’s Strategic plan and the People for 2030 strategy, and which positions UNDP as a learning organization where professional growth is an integral part of how we work.
To facilitate the coordination of strengthening UNDP as a learning organization and associated partnerships of the OHR’s Talent Development Unit (TDU), we are seeking a Partnerships Analyst. Under the supervision of HR Manager, People and Career Development, the selected candidate will provide the following support.
Duties and Responsibilities
Scope of Work
Ensure effective coordination of the UNDP’s integrated Corporate People Development Offer
Support coordination and communication of UNDP’s corporate people development offer by liaising with relevant internal stakeholders, such as central bureau focal points by ensuring programmatic people development offer are aligned with the overall people development and its delivery
Support strengthening UNDP’s integrated Talent Management System (ITMS) by enhancing the cohesion, efficiency, and strategic impact people development offers through strategic business partnering.
Support coordination of people development governance within UNDP by preparing relevant material and reports to the PDGG (People Development Governance Group) to ensure informed decision-making.
Lead development and management of strategic partnerships
Lead development and implementation of a partnership engagement strategy, aligned with the UNDP Bureau for External Relations and Advocacy (BERA)’s approach.
Cultivate relationships with key external partners, including UN Agencies, bilateral donors, foundations and other stakeholders.
Collaborate with UNDP Country Offices and regional teams to support partnership-building efforts.
Lead resource mobilization
Identify funding opportunities and draft high-quality funding proposals aligned with OHR TDU’s priorities.
Manage partner relations, monitor funding pipelines, and ensure timely reporting on resource utilization and impact.
Facilitate knowledge management and capacity building
Contribute to OHR TDU’s knowledge repository on partnerships and resource mobilization best practices.
Provide intelligence and strategic analysis on emerging partnership opportunities and sector trends.
Facilitate knowledge management sessions and people development programmes, fostering a culture of continuous learning and professional growth within UNDP.
Ensure strategic communication and visibility
Collaborate with the communications team to develop engaging outreach materials, including success stories and impact reports, and case studies to showcase the impact of talent development initiatives.
Utilise social media and digital platforms to increase the visibility of UNDP’s Talent development programs.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization
Institutional Arrangement
The incumbent will report to the HR Manager, People and Career Development. The selected candidate will be responsible for the fulfilment of the deliverables / outputs as specified above.

Required Skills and Experience
Education:
Advanced University Degree (master’s degree or equivalent) in Business Administration, International Relations, Human Resources, Development Studies, Public Administration, Communications, Social Sciences, Education, Organizational Psychology or a related field is required. OR
A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Certifications in partnerships development, coordination, project management, resource mobilization, AI, facilitation, learning & development, or a related field are considered an asset.
Experience:
Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in at least two of the following domains:
Coordination and planning (e.g., organizing projects, managing workflows)
Partnership management (e.g., engaging internal and external stakeholders)
Resource mobilization (e.g., securing funding, donor relations)
Strategic communication (e.g., targeted messaging, outreach strategies)
Experience in designing or contributing to learning and development initiatives, including needs assessment, stakeholder engagement, and delivery planning.
Demonstrated experience in managing multiple priorities and stakeholders simultaneously in a fast-paced, dynamic environment, demonstrating strong organizational and project management skills.
Demonstrated experience in developing service offers
Proficiency in Microsoft Office 365 (PowerPoint, Word, Excel, Teams, SharePoint, Forms, Power BI).
Experience coordinating governance processes or supporting high-level committees or working groups, including preparing briefings, background materials.
Strategic thinking and analytical skills, with the ability to assess complex issues, synthesize information, and translate insights into actionable recommendations.
Proven digital literacy and adaptability, with the ability to quickly learn and leverage internal systems and tools (e.g., learning platforms, knowledge repositories, CRM tools).
Proven track record of understanding of the UN system, international development, or talent development ecosystem, with the ability to navigate cross-cultural and institutional dynamics effectively.
Language:
Fluency in English is required.
Working knowledge of another UN language is an asset
