Duties and Responsibilities
The consultant will undertake the following tasks 1. Liaison and coordination – Serve as the main point of contact between the UNECE team and relevant ministries and State agencies responsible for trade policy, trade facilitation, economy, agricultural policy, environmental policy, standardization, technical regulations and conformity assessment and facilitate communication and information exchange. – Prepare reports summarizing the outcomes of meetings and consultations with between the UNECE and Government Stakeholders. 2. Fact-finding interviews – Conduct fact-finding interviews with relevant ministries and state agencies to understand current priorities and needs, development plans, programs, and legislation under consideration, as well as available data for monitoring implementation progress. 3. Private sector engagement – Identify key business stakeholders, including enterprises and industry representatives, for engagement in the interviewing process and solicit their inputs on regulatory and procedural barriers to trade in consultation with the UNECE. – Ensure that the written inputs from private sector stakeholders are provided according to the schedule provided by the UNECE. – Prepare reports summarizing the outcomes of meetings and consultations with government and private sector stakeholders to discuss the initial findings of the study on Regulatory and Procedural Barriers to Trade in Turkmenistan.
Qualifications/special skills
Economics, international relations, public administration, or a related field At least 5 years of professional experience in government liaison, public administration, or international development. Experience working with international organizations or on international projects is highly desirable. Familiarity with the trade-related regulatory and procedural environment in Turkmenistan. Excellent communication and interpersonal skills. Strong organizational and coordination abilities. Ability to work independently and as part of a team.
Languages
Fluency in oral and written for both the languages is required.
