Result of Service
The consultant is expected to deliver a comprehensive HPMP Stage III project document, including: • Overarching HCFC phase-out strategy for Bahrain to achieve the total phase out in 2030. • Policy recommendations to enhance regulatory enforcement and promote alternative technologies. • Technical and policy inputs and facilitation of the planned stakeholders consultation meetings. And guidance for proper data collection. • Technical interventions to facilitate the transition to low-GWP, ozone-friendly refrigerants. • Implementation roadmap and action plan with timelines, responsibilities, and funding needs.

Duties and Responsibilities
Background: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The OzonAction Compliance Assistance Programme (CAP), operating under UNEP in West Asia, provides policy and technical support to Member States in the region to ensure compliance with the Montreal Protocol (MP) and facilitate the phase-out of ozone-depleting substances (ODS). At its 95th meeting (December 2024), the Executive Committee (ExCom) of the Multilateral Fund (MLF) approved the Preparation of HCFC Phase-Out Management Plan (HPMP) Stage III for Bahrain. UNEP, in collaboration with the Supreme Council for Environment (SCE) of Bahrain, is implementing this project, which aims to develop an overarching strategy and a detailed project document to achieve the total phase-out of HCFCs by 2030 in line with the Montreal Protocol targets. As such, UNEP OzonAction’s Compliance Assistance Programme (CAP) is seeking to engage a technical consultant to support the development of the comprehensive project document that will enable Bahrain to meet its 2030 phase-out targets for HCFCs. Bahrain, being a high ambient temperature (HAT) country, faces unique challenges in identifying long-term, sustainable alternatives to HCFCs, particularly in the air-conditioning sector. The consultant will play a pivotal role in developing an overarching strategy and identifying suitable policy and technical measures aligned with the Montreal Protocol and Multilateral Fund (MLF) guidelines. Under the supervision of UNEP’s Montreal Protocol Regional Coordinator for West Asia, the consultant will be responsible for: conducting a thorough assessment of HCFC consumption and sectoral trends; engaging with key national stakeholders including the Supreme Council for Environment (SCE), importers, technicians, and end-users; identifying policy and regulatory gaps; and proposing appropriate interventions for the transition to low-GWP alternatives. The consultant will develop a strategic document outlining Bahrain’s HCFC phase-out roadmap, facilitate stakeholder consultations, and produce the final HPMP Stage III project document for submission to the MLF Executive Committee.

Qualifications/special skills
– University degree in Engineering (Mechanical, Chemical, Environmental) or a related field. – Minimum 10 years of experience in ODS phase-out and development of related projects and strategies. – Experience in preparing project documents for the MLF of the Montreal Protocol, particularly HPMP projects. – Extensive experience in ODS phase-out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions. – Strong knowledge of the working procedures and policies of the Multilateral Fund (MLF) under the Montreal Protocol, particularly regarding the theoretical, practical, and environmental aspects of phasing out ODSs.

Languages
Fluency in English is required. Working knowledge of Arabic is desirable.
