The Position:
The Communication, Partnership and Resource Mobilisation (PRM) Specialist assists in both the Communication for results and the partnerships and resource mobilisation effort across UNFPA Thailand’s mandates. While leading in communication-related activities in close coordination with Thailand Country Office (TCO), UNFPA Asia Pacific Regional Office (APRO) and UNFPA HQ teams especially the Division of External relations, The Programme Division and the Office of the Executive Director (OED), the PRM Specialist will engage on innovative advocacy with private sector and innovative development partners where complex communication coordination and quality assurance is required in the context of an upper middle-income country. This position will also take responsibilities to lead the support on management and expansion of strategic partnerships as well as resource mobilization efforts of the TCO by exploring new and innovative strategic partnerships opportunities, exploring and capitalizing on funding and funding to financing opportunities, and South-South and Triangular cooperation (SSTC) to contribute to UNFPA’s Strategic “Three Zeros” achievement.
This post is located in Bangkok with United Nations Population Fund (UNFPA) TCO and is required to regularly travel to project(s) sites within the country and meetings with partners both inside and outside of the office.
Under the overall guidance from the Country Director and under the direct supervision of the Head of Office for UNFPA TCO, the PRM Specialist will support of the achievement of the ICPD goals, UNFPA Three Transformative Results, current twelfth country programme of Thailand Country Office and other innovative and emerging issues. They will be responsible for supporting the development and submission of proposals for resource mobilisation. They will also work closely with programme and operations team members of the UNFPA TCO, APRO and HQ as appropriate as well as coordinating with Thai Government officials, donors, private sector, IFIs, academia, CSOs and relevant external partners as appropriate.

Job Purpose:
Under the UNFPA Thailand’s 12th Country Programme Document (2022-2026) which contributes to UNFPA global Strategic Plan (2022-2025) and UN Sustainable Development Collaboration Framework (UNSDCF) with the Royal Thai Government (2022-2026), the Communication, Partnership and Resource Mobilisation (PRM) Specialist will support UNFPA Thailand, and work closely with UNFPA programme teams and operational support team as well as UNFPA APRO and HQ, government, CSO, Academia, donor, private sectors and relevant partners to promote UNFPA’s mandates, advocate for positive changes and strategically expand the partnerships and resource mobilisation effort of UNFPA TCO from funding to funding and financing contributing to the achievement of UNFPA’s Three transformative goals.
You would be responsible for
1. Communication and advocacy
- Draft/edit CO’s communications, outreach and policy engagement strategies, communication workplan and its associated activities based on corporate communications strategies and to strongly support the achievement of Country Programme results and enhance opportunities for strategic partnerships and resource mobilization.
- Provide proactive and regular advice to the CO’s management regarding corporate requirements, opportunities for advocacy of UNFPA’s mandates in Thailand.
- Continuously monitor/scan and inform on the country and regional policy, socio-economic and geopolitical environment as it relates to UNFPA’s mandate, the ICPD Programme of Action Commitments and SDGs.
- Assist in the preparation of Country Office communication and advocacy instruments including presentations, briefing material for dissemination to different audiences as need be in coordination with the supervisor and programme managers. These include, for instance, monthly donor bulletins, a brochure on the Country Programme or relevant projects, updated information leaflets per programme and project, among others.
- Provide quality assurance services to CO publications and communication products based on the corporate publications policy and communication policy. This includes but not limited to reports, VDOs production, short clips, website activities, social media posts including content management, norms for photography and publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination and utilization among others.
- Identification and development of storylines for publications and substantive articles contributing to debates on key development issues.
- Advise on communication for behavior change in the context of programme implementation.
2. Partnerships Strategy Development, implementation, and monitoring
- Support the enhancement of UNFPA TCO strategic partnerships to promote its mandates to contribute to the acceleration of Three Zeros achievement, especially innovative partnerships that elevate UNFPA’s support to Thailand from funding to funding and financing.
- Support the development, implementation and monitoring of CO’s strategic partnerships strategy in Thailand’s context. This includes provision of proactive support and analytical solution options regarding the strategic and innovative partnerships risks management.
- Support the maintenance of existing partners and exploration/identification of new potential partners for both in-kind and financial contribution. This includes but not limited to traditional and innovative development partners i.e. donor countries, government, private sector, IFIs, foundations, CSOs, media, influencers and etc.
- Support UNFPA’s position to be the partner of choice on Population and Development areas including SRHR, Youth Empowerment, GBV, Aged Society and other emerging issues through mobilisation of strategic networks to promote UNFPA’s mandates across Thailand.
3. Resource Mobilisation
- Support the transformation of UNFPA Thailand CO’s position from ‘Funding’ to ‘Funding and Financing’ towards the achievement of three Zeros in Thailand through brokering and catalyzing effort from different resources of different partners.
- Research and provide regular updates on donors’ profiles, databases with updated contact details, donors intelligence, interests, and strategic opportunities for UNFPA Thailand. This includes but not limited to traditional and innovative development partners i.e. donor countries, emerging donors, government, private sector, IFIs, foundations, CSOs, media, influencers and etc.
- Identify opportunities to secure additional non-core resources and, where appropriate, liaises with relevant UNFPA teams at CO, APRO and HQ for actions, including recommendations on positioning with potential donors; timely follow-up and support the management to meet the agreed target and timeline with the donor(s) on proposal submission, monitoring and reporting.
- Draft and review of partner-specific Framework Arrangements, Cost Sharing Agreements or other appropriate agreement types as necessary as per UNFPA’s corporate guidance.
- Provide support to programme managers for the preparation of high quality and timely concept notes, proposals, donor reports, including the monitoring, consolidation, editing and revision of all required reports on contributions to ensure the quality and relevance of all products aimed for external audiences, in close cooperation with programme and operations teams of the country office.
- Create relevant PRM products, packages and positions to ensure targeted marketing, attract and secure increased resources from donors; contributes to the development of messages and elaboration to strengthen the investment cases for UNFPA Thailand.
4. Support TCO’s South-South and Triangular Cooperation (SSTC) initiatives.
- Provide support to Thai Government’s Development Assistance related to UNFPA’s mandates through the Thailand International Cooperation Agency (TICA) of the Ministry of Foreign Affairs.
- Coordinate with TICA, other relevant Thai government Ministries and offices, academia, CSOs other UNFPA COs to plan and agree in joint SSTC interventions related to UNFPA’s mandate to promote good practice in Thailand across ASEAN and Asia-Pacific region.
- Develop joint workplans and concept notes of the SSTC exchange with relevant key partners and monitor the work progress and reporting.
- Support the field-based collection of good practices for sharing with line ministries and other countries through South-South Cooperation.
5. Knowledge Management and Knowledge sharing.
- Proactively analyze and provide regular advice to Thailand CO’s management on opportunities for Communications, advocacy, Partnerships and Resource mobilisation (PRM). This includes but not limited to analyzing and mapping the existing concept notes or proposals as well as identify work areas to develop new proposals for funding opportunities.
- Develop and maintain databases of all relevant documents on Communications, advocacy, Partnerships and Resource mobilisation (PRM) for Thailand Country Office. This includes concept note or proposals for resource mobilisation.
- Analyse and share digested information with all CO members on corporate guidance on Communications, advocacy, Partnerships and Resource mobilisation (PRM) including organizing knowledge sharing sessions with all team members on this guidance linking to PRM opportunities.
- Serve as a focal point for Knowledge Management, lead in the production of publications and relevant documents as per UNFPA’s corporate guidance.
6. Other work-related assignments as required.
Qualifications and Experience:
Education:
Master’s degree in social sciences, communications, economics, business administration, public administration, and other related fields.
Knowledge and Experience:
- At least 5 years of progressive professional experience on Communication, Partnerships and Resource Mobilisation.
- Extensive knowledge and understanding of UNFPA core mandates on Population and development i.e. SRHR, GBV and aged society in Thailand’s context is required.
- Experience working with wide range of partners including but not limited to Government, private sector, CSOs, IFIs and beneficiary groups in Thailand is required.
- Track records in successful strategic Partnerships and Resource Mobilization i.e. project documents/proposals development and approval, donors’ coordination in both substantive and advocacy components, identification of potential donors and ability to convince them is required.
- Extensive and practical experience in design, monitoring and evaluation of development projects is desirable.
- Ability to deliver work independently and harmoniously under tight timeline in a multi-cultural and multi-ethnic team environment while maintaining tact and discretion in all dealings is required.
- Ability to conceptualize complex and sensitive substantive issues and transform them to public-friendly attractive communication products is a strong advantage.
- Accountable, good interpersonal, good planning, organizational and multi-tasking skills is highly desirable.
- Computer literacy – Proficiency in the use of MS-Office Packages and the Internet is required.
- Good knowledge of Quantum or similar ERP system is an asset.
- Strong verbal and writing skills both in English and Thai is required.
Languages:
Fluency in English and Thai essential. Knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
