This position is located in the UNDSS field office at Mandera, Kenya is funded under Extra-budget arrangement. Under the overall guidance and supervision of the Field Security Coordination Officer, the Field Security Associate not only assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the Area of responsibility but also extend risk management support to CSOs and NGOs with proactive and anticipatory security planning in Mandera County, thereby serving as a shared delivery enabler in a fragile context.
Responsibilities
Within limits of delegated authority, the Field Security Associate is responsible for the following duties: 1. Assists the Field Security Coordination Officer in collecting, updating and communicating information regarding the security situation in Mandera, Kenya. • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the area of operation and Quarterly Security coordination meetings. • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation. • Communicates information on security issues to the heads of United Nations agencies and provides host country security advice to UNDSS, as required. • Maintains regular contacts with Security Focal Points of UN agencies, IP and NGO. • May be requested to provide technical assistance at Area/Security Management Team meetings. 2. Assists in maintaining the Security Plan, including updating staff lists. • Helps in the preparation and review of the UN Security Plan. • Supports actions during the implementation of the Security Plan, as required. • Support to develop/review respective agency specific SRM Documents and security contingency plans for IP and NGO. • Conduct simulation exercise with participation of IP and NGO based on contingency plans. 3. Assists with the monitoring of the implementation of the Security measures as recommended in the Risk Management (SRM) processes for the AoR and supports development/review of respective specific IP/NGO SRM Documents. 4. Assists in reporting security incidents affecting UN staff, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report and other Security Assessments and sharing security information and advisories for early warning including with IP and NGO. 5. Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members and extend Capacity building support in Security protection for humanitarian assistance delivery to IP and NGO. • Conducts security briefings, as required including emergency security meetings. 6. Performs other security-related tasks. • Provides support in conducting security evaluations and provides advice on Residential Security Measures of UN staff, as well as on latest trends and threats to staff safety and security including to IP and NGO. • Establishes and maintains warden system and keeps update of information related to UN offices and residences. • Maintains liaison with Security Guards used at the UN security at offices and residences in order to facilitate the effective and efficient security cover. 7. Provides general administrative assistance. • Maintains routine and confidential correspondence files/documents. • Maintains a database on contact details of host country security authorities. • Arranges appointments, receives visitors, places and screens telephone calls with discretion, and takes minutes and/or notes at meeting. • Prepare and submit Midpoint and Annual narrative reports on the activities and support provided by the Mandera UNLO. 8. Performs other duties as assigned.

Education
Completion of high school diploma or equivalent is required. Additional security or military training is required. Additional certification in UN Security Safe and Secure Approaches in Field Environments for Surge Deployment and sound knowledge of security related matters in post conflict setup is desirable.

Work Experience
Seven (7) years of work experience in security, risk or disaster or emergency areas with security responsibilities, in the public or private service areas, such as national security, military or police, or in a corporate environment is required. The minimum years of relevant experience is reduced by two (2) years for candidates with a first-level University degree. Experience in diplomatic security, protection and intelligence considered or prior experience with the UN system or similar international organization is required. Experience in the use of security communications system is desirable Experience in Saving Lives Together and engagement in lifesaving and humanitarian operations including experience in the disaster preparedness and response is desirable. Work experience of one (1) year or more in data analytics or related area is desirable.
