BACKGROUND:

Within the framework of the Sectorial Health Development Plan and the provisions of the SAFCI Policy (Health, Family, Community and Intercultural), the Ministry of Health, Headquarters and Health Networks, have a coma objective to improve the nutritional status of children less than 5, promoting and strengthening breastfeeding, complementary feeding, consumption of micronutrients and supplemented foodHealth and UNLs for the care promotion of key nutrition practices.

The friends of the mother and childhood, seeks to ensure that Bolivia’s health establishments offer a favorable environment for the promotion of breastfeeding, key in the development and well -being of children and mothers, the initiative promotes friendly practices for breastfeeding, highlighting the “11 steps for successful breastfeeding” that must be implemented in first level health centers.

With the objective of increasing the prevalence of exclusive breastfeeding from its implementation and expansion in the first level of care, the UAN/MS and UNICEF agree to count tánica assistance for the development of an online instrument that supports the training of health personnel on the friends of the mother and childhood.

How can you make a difference?:

GENERAL OBJECTIVE.- Develop online training instrument for health personnel on the Friends of the Mother and Children’s Initiative that facilitates the expansion of the initiative in health networks that make up the health system.
Specific objectives.-

Review and update the training contents of the Mother’s Friends and Children’s Initiative.
Adapt the training contents and materials for dissemination on an interactive and compatible virtual platform with computers and mobile devices, facilitating access for health personnel.
Implement a compatible learning management platform (LMS) with the official online training platform of the Ministry of Health.

-Revision of technical and regulatory documents of the IAMN at national and international level, including a comparative analysis of current regulations and practices, identifying areas of improvement and update.

-Training contemplates in the updated and validated IAMN, which incorporates the best practices and recommendations based on evidence for breastfeeding training, as well as the review of experts and health professionals.

– IAMN Interactive Learning Modules, which includes multimedia resources, questionnaires and practical activities of the mother’s friends and childhood initiative (IAMN), accessible from any device.

-Multimedia contained adapted and/or developed for the understanding of the IAMN contents for health personnel.

Required candidate profile:

A) Technical evaluation (75 points)

– Bachelor of Systems or Computer Engineering.

– Specialization and/or postgraduate studies in desirable pedagogy or higher education.

– Experience of at least five years in professional practice of systems and computer engineering.

– Specific experience of more than 3 years in the creation of training/online training courses on issues related to health or others in the social area.

– Experience in implementation of educational platforms.

– Experience in projects related to human resources training.

– Knowledge about the friends of the mother and childhood

– Knowledge of Law No. 3460 of breastfeeding and commercialization of their substitutes.

– Knowledge of Supreme Decree No. 0115, issued on May 6, 2009.

B) Economic proposal (25 points)

– A financial proposal in local currency (Bolivians) expressed as a total amount by consulting.The amount must consider professional fees, tax payment, etc.

Important administrative considerations:

The invoice emission is mandatory for each amount disbursed.UNICEF only receives invoices issued by the consultant, invoices issued by other persons or institutions, nor forms or other tax payment discharges are not received.The consultants are responsible for complying with all tax obligations, in accordance with Bolivian laws and all applicable regulations.UNICEF promotes compliance with all Bolivian tax laws related to the provision of services of its consultancies.

Likewise, payment to the pension fund is the exclusive responsibility of the consultant in accordance with the tax regulations established in Bolivia;UNICEF will not request the record of the contribution for any disbursement.
The consultant will deliver the products and reports agreed in electronic medium in universally acceptable language and in a hard copy if required by the organization.The issuance and delivery expenses of these products/reports will be borne by the consultant.
The payment process lasts for up to two weeks, from the approval of the product.
Persons hired by virtue of a consultant contract will not be considered “personnel members” under the Statute and Regulations for the United Nations personnel and UNICEF policies and procedures, and will not be entitled to the benefits provided for therein (such as, licenses and coverage of medical insurance).Your service conditions will be governed by your contract and the general conditions for contracting consultants.The consultants are responsible for determining their tax obligations and the payment of any tax and/or rate, in accordance with local laws or other applicable laws.
