Background

UNICEF Pacific is currently supporting the Ministry of Health and Medical Services in Fiji, Tonga and Kiribati to improve WASH in health Care Facilities in terms of Water, Sanitation, Hygiene, Waste Management and Infection Prevention and Control. Currently there is lack of data that gives a fair representation and status of the existing Health Care Waste Management System in Fiji health care facilities.

As part of this effort UNICEF had engaged a firm to undertake the extensive assessment and report for Kiribati, Tonga and Fiji. However, due to financial distress the firm had closed and was unable to complete the expected deliverable within the timeframe given. Health Care Waste Assessment has been completed for Tonga and Fiji as well as situational reports and roadmaps. The only country pending for the assessment is Kiribati as well as the dissemination and Training of Trainers for Fiji and Tonga including Kiribati.

The Health Care Waste Assessment will provide a comprehensive report including a proper budget action plan with timeline for implementation for the three countries. The report will also indicate gaps in the current practices of Health Care Waste Management compared with WHO recommendations best practices. One of the most significant outcomes of the report is that it also includes the specification of some best suitable technologies for country depending on the national dynamics.

The Health Care Waste Assessment to be conducted in 5 Health Care Facilities in Kiribati which includes 4 health centres and 1 main hospital. The assessment will also include a combination of health centres in North and South Tarawa.

How can you make a difference? 

A Consultant is required to:

  • Complete the Health Care Waste Assessment for Kiribati
  • Submit an assessment and solution report for Kiribati.
  • Finalize the HCWM assessment and solution report for Fiji, Tonga and Kiribati through in person validation workshop.
  • Facilitate the three sessions of Training of the Trainers, one each in Fiji, Kiribati, and Tonga.
  • Dissemination of HCWM report to Fiji, Kiribati and Tonga.

Please submit a separate financial offer with break down provided in Annex 1.0 along with your application. The financial proposal should be a lump sum amount for all the deliverables and should show a break down for the following:

  • Monthly / Daily fees– based on the deliverables in the Terms of Reference.
  • Travel (economy air ticket where applicable to take up assignment and field mission travel
  • Living allowance where travel is required.
  • Miscellaneous- to cover visa, health insurance (including medical evacuation for international consultants), communications, and other costs.

To qualify as an advocate for every child you will have… 

  • Master’s in health care Waste Management Assessment and WASH in Health Care Facility is desired; a bachelor’s degree may also be considered.

Knowledge/Expertise/Skills required:

  • Minimum of 5-8 years of professional work experience in Health Care Waste related field.
  • Strong experience in community development, participatory processes, social work, and community-based work. Good understanding of the Pacific context is strongly preferred.
  • Previous work experience in UNICEF or UN agencies is an asset.
  • Action-oriented approach and strong drive for results.
  • Good negotiation and interpersonal communication skills and ability to work in a team and with different stakeholders.
  • Provide minimum number of years and type of work experience. Include specialized skills or relevant knowledge that is required. Include specialized skills/knowledge not readily available in UNICEF that the consultants/contractors should have. Consider including previous UNICEF experience as an asset. Any language requirements should be stipulated.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
