How can you make a difference?

The WASH Officer will support UNICEF Red Sea Field Office in Port Sudan as part of the Country Programme (or CCPD).

Under the supervision of the Programme Manager (Level 4), the WASH Officer provides technical, operational and administrative assistance throughout the programming process for WASH programmes/projects within the country programme from development planning to delivery of WASH output results. The Officer prepares, manages and implements a variety of technical and administrative tasks, related to the development, implementation, monitoring and evaluation and reporting with a focus on on civil works related to water supply and sanitation infrastructures i.e., designing, preparation of BOQ, cost-estimation, certification and quality of construction works including desalination plants.

Summary of Key Functions and Accountability

The WASH Officer will support UNICEF Red Sea Field Office in Port Sudan as part of the Country Programme (or CCPD). Her/his tasks will include:

1. Programme development and planning

• Draft updates for WASH situation analysis, to inform the development of WASH-related outcome and output results for Red Sea State. Report on trends in WASH, for use in programme development, management, monitoring, and evaluation.
• Contribute to technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information.
• Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results in the country programme.
• Update Red Sea State and localities SDG6-1, 2 and 5 plans using a full participatory approach.
• Support to establish a locality level monitoring and IMS and strengthen the State system
• Prepare required documentations/materials to facilitate review and approval processes.

1. Programme management, monitoring and delivery of results

• Work collaboratively with colleagues and partners to collect/analyze/ share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep records of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
• Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the Section and higher levels of programme management.
• Monitor and report on the use of sectoral programme resources (financial, administrative, and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.

• Prepare sectoral progress reports for management, donors, and partners.

1. Technical and operational support for programme implementation

• Undertake field visits, assessments, surveys, research to identify barriers and opportunities for sustained safe water resource management and uptake of sanitation and hygiene practices, support analysis and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.
• Strengthen WASH sector institutional capacity at State and locality levels, in terms of structures, HR, equipment, and logistical means subject to the policy environment and any restrictions on the provision of explicit support to local governments.

• Provide technical and operational support to state and locality governments, communities, and non-governmental stakeholders in planning, management and monitoring of WASH services, RWRM and climate change
• Provide effective technical assistance for identification of required supplies and equipment, distribution and monitoring of supplies.

1. Humanitarian WASH preparedness and response

• Represent UNICEF in humanitarian forums and ensure effective partnership and collaboration to support and facilitate the state WASH sector.
• Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.

• Study and fully understand UNICEF’s procedures for responding in an emergency.
• Support development of UNICEF WASH emergency preparedness, response and early recovery plans for Red Sea State; support the sector for emergency preparedness and response, as and when the need arises.
• Double hat in the WASH sector coordination mechanism, representing UNICEF function as a cluster lead.

1. Networking and partnership building

• Build and sustain close working partnerships with government counterparts, UN agencies, NGOs, microfinancing institutions, private sector and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.

• Draft communication and information materials for WASH programme advocacy to promote awareness, establish partnership/alliances and.

1. Innovation, knowledge management and capacity building

• Assist in the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
• Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
• Assist in the development of knowledge management (KM) products to be produced based on the lessons learnt and evidence generated.
• Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have…

Education:

• Bachelor’s degree is required in one of the following fields is required: public health, social sciences, behaviour change communication, sanitary engineering or another relevant technical field.

Work Experience:

• A minimum of two years of professional work experience in the management and implementation of water, sanitation and hygiene (WASH) related programmes is required
• Experience in emergency contexts and the field/field operations is an asset.
• Experience working in the UN Common System or Similar International Organization is an asset.
• Experience in behavioural change communication, public health, or sanitation marketing and system strengthening will be an asset.
• Integrated Water Resources Management (IWRM) experiences will be considered as asset.

Language Requirements:

• Fluency in English and Arabic is required.
• Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
