Org. Setting and Reporting
This position is located in the Office of the Under-Secretary-General of the Office of Counter-Terrorism (UNOCT), at the United Nations Headquarters in New York. The incumbent will report to the Chief of the Office of the Under-Secretary-General. The Office of Counter-Terrorism has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact (former CTITF) entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counterterrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.
Responsibilities
Within delegated authority, the Information Management Officer will be responsible for the following duties: • Provides advisory services on information and data management practices; needs and business process analysis; organization and maintenance of UN information assets; and information management policies and procedures, with an emphasis on technological applications. • Researches, analyses and evaluates new information management applications and makes recommendations for their deployment. • Participates in information and data management improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of application improvements and new systems; provides user support. • Develops detailed system and other functional specifications and standards from the data management perspective and user documentation for new systems. • Develops training materials and user manuals; trains staff in use of the data management systems and applications developed. • Maintains communications with other information management networks and focal points to facilitate the exchange of information and the promotion of data and information standards, and common platforms. • Engages with UNOCT staff and counterparts to identify appropriate data sources for data analytics projects and ensure that information activities are coordinated and consistent with relevant standard and practices. • Evaluates adequacy of existing data management and analytics tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Office. • Participates in developing data and information management strategies and in their implementation. • Conducts programmes of outreach and user education to improve client use of developed dashboards and applications; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach. • Performs other related duties, as required.

Education
Advanced university degree (Master’s degree or equivalent) in computer science, data science, analytics, statistics, information management, information science, information systems, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in information management, information systems, applied analytics, business intelligence, statistics, data management, GIS & mapping, data visualization, or another related area, is required. Experience in using data to inform decisions, strategies, and execution is required. Experience with self-service analytics and data visualization applications (MS PowerBI, Qlik, Tableau or similar), or business intelligence tools (SAP Business Objects, etc.) is required. Demonstrated experience in preparing feasibility or assessment studies of information management capacities and systems in an international organization is desirable. Demonstrated experience in developing training materials and user manuals, training staff in use of the data management systems and applications developed is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
• This position is funded through extra-budgetary funds and is temporarily available for an initial period of six months, with the possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
