1. Virtual Coffee Meetings: Organized and documented virtual coffee meetings for women officers. Deliverables include attendance records, agendas, feedback summaries, and actionable recommendations provided. 2. International Women’s Day Campaign: Conceptualized and executed campaign or activity commemorating International Women’s Day. Deliverables include campaign materials, event documentation, and a post-event report highlighting outcomes and impacts provided. 3. Field Visit and Training Reports: Relevant information on human rights and gender approaches in AIRCOP JAITFs collected and analyzed. Comprehensive country reports documenting findings, along with training outcomes and participant feedback, delivered. 4. Gender Toolkit for Law Enforcement Officers: A practical Gender Toolkit for law enforcement officers, including a pocketbook and quick reference cards on gender-sensitive practices, developed and delivered. 5. Comprehensive Report on Human Rights and Gender Integration: Finalized report summarizing the integration and impacts of human rights and gender approaches across AIRCOP JAITFs. Including detailed findings, regional insights, and recommendations for strengthening future initiatives compiled and delivered.

Duties and Responsibilities
Under the supervision of the Regional PCBT Coordinators in Latin America and the Caribbean, the consultant will perform the following substantive duties and responsibilities: • Organize and facilitate virtual coffee meetings for women officers to exchange best practices and foster a supportive community. The consultant will ensure active and equal participation, design relevant agendas, and compile feedback to promote actionable outcomes that enhance gender equality and operational empowerment. • Participate in field visits and meetings under the supervision of the AIRCOP Regional Coordinator in Cuba, Barbados, Guyana, Belize, Antigua and Barbuda, Argentina and Paraguay. The consultant will support the collection of relevant information on human rights and gender approaches in AIRCOP JAITFs, prepare detailed country-specific reports, and deliver targeted training sessions on gender and human rights. • Develop practical gender-focused resources for PCCP law enforcement officers, including a Gender Toolkit. The toolkit will consist of a pocketbook and quick reference cards designed to provide practical guidance on integrating gender considerations into their work. • Develop and organize a virtual regional PCCP meeting focused on gender and human rights in law enforcement, incorporating targeted sessions and panel discussions. The consultant will assist in coordinating with regional teams to facilitate gender and human rights-sensitive practices and promote inclusive dialogue among participants, ensuring broad engagement and impact. • Liaise with the UNODC Trafficking in Persons and Migrant Smuggling Section (HTMSS) to explore joint training and collaboration opportunities in the areas of Trafficking in Persons and Smuggling of Migrants (TiP/SoM), grounded in a gender and human rights perspective. • Compile and finalize a comprehensive report on the integration and impacts of human rights and gender approaches across AIRCOP JAITFs in Latin America and the Caribbean.
Qualifications/special skills
An advanced university degree (master’s degree or equivalent) in the fields of business administration, international business, political science, international relations, human rights, or related fields, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • 2 years of experience in the area of gender and human rights is required. • Experience with organizing capacity-building activities in gender and human rights or a directly related field is required. • Experience in development of research papers on relevant gender and human rights areas and training needs assessments is required. • Demonstrated knowledge of gender and human rights, the UNODC mandate, and the Latin American and Caribbean regions is required. • Excellent planning and organizing skills are required. • Work experience within the United Nations system or a similar international organization is desirable. • Good command of Microsoft office tools, as well as other research and analysis methodologies and tools is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
