Lead and manage impactful infrastructure projects from inception to delivery, ensuring success across diverse sectors.
The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Through these entities, we provide agile, client-focused service delivery across diverse sectors – including infrastructure, health, procurement, and project management – supporting the implementation of sustainable development solutions across the region.
The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS” core expertise in human resources, procurement, infrastructure, fund management, and programme management.
UNOPS has supported Papua New Guinea (PNG) since 2016, initially partnering with the Global Fund to strengthen public health services. In 2020, a dedicated country office was established to manage UNOPS’ growing portfolio, which spans infrastructure, procurement, and project management. UNOPS currently works with the Government of PNG, the World Bank, the European Union, and the Governments of Australia and New Zealand on initiatives in health, water, sanitation and hygiene (WASH), and sustainable energy, supporting the country’s development priorities through tailored, results-driven solutions.
The UNOPS Papua New Guinea (PNG) Country Office is responsible for supporting the implementation of UNOPS projects in the country. The office works closely with national counterparts and partners to deliver infrastructure, procurement, and project management services.
The Senior Project Manager will manage the Transformer Infrastructure Project. The project’s primary objectives are to develop practical and sustainable solutions to the provision of resilient infrastructure and sustainable replacement and upgrade of high voltage transformers for Power PNG under a World Bank-funded Energy Utility Performance and Reliability Improvement Project (EUPRIP) :and National Energy Transition Program loans, and thus building a more resilient power system in the country, ensuring health, security, safety and environmental integrity of the project as defined under the World Bank Environmental and Social Framework. Maintaining close relationships with the PNG Power and its divisions and the World Bank and other key stakeholders the Project will implement critical components of the two projects in a timely manner ensuring adherence to UNOPS guidelines. The Project Manager will lead staged and efficient sequencing of project activities, building a strong database of update information and generating confidence and due diligence throughout the project implementation on UNOPS implementation practices to deliver identified results and outcomes. Furthermore, longer term interventions were also identified throughout the project implementation activities for future investment programs and plans.
The Senior Project Manager will provide leadership assistance and technical expertise in terms of design adjustments, construction, supervision and coordination in the field, ensuring high quality and consistency of work.
In the project team, the Senior Project Manager will supervise a diverse results-oriented technical team, including quality site assessments, surveying, and field inspector, procurement, site infrastructure and project management services. He/she could also provide guidance to other team members ensuring knowledge transfer for capacity building. The project team is composed of Civil Engineers, and other experts including communications, monitoring and evaluation among technical retainer. The Senior Project Manager will manage the team.
The Senior Project Manager (Infrastructure) is responsible for the effective delivery and day-to-day management of infrastructure projects, which may involve the construction of physical assets, technical outputs, or both. These projects span a range of sectors, including (but not limited to) education, health, transportation, irrigation, and port infrastructure. The Senior Project Manager serves as the focal point for coordination with donors, partners and beneficiaries, ensuring alignment with contractual commitments and UNOPS performance standards. Acting on behalf of the Project Board, the Senior Project Manager ensures that project outputs are delivered within agreed tolerances of time, cost, scope, quality, risk, and benefits.
