Result of Service The outputs expected from the National consultant (CL-B) Ethnic Affairs are: . Updated Technical Documents: Provide updates and adjustments to existing technical documents related to UARIV (collective reparations and returns), JEP (macro-case follow-up), ARN/CNR (ethnic reincorporation), and victims’ processes. . Inputs for the Mission’s Quarterly Report: Collect and systematize information from ethnic organizations, government counterparts, and UN partners; provide analytical notes and draft sections for the reintegration of former combatants and victims belonging to ethnic peoples for contribution to the quarterly report. . Design, monitoring, and accompaniment of an integrated plan that: (i)strengthens associations of former combatants belonging to ethnic peoples, including review of progress and challenges; (ii) advances the Victims’ Unit plan on collective reparations, returns, and measures for peoples at risk of physical and cultural extermination; and (iii) verifies progress in the implementation of the Special Jurisdiction for Peace (SJP) and the Search Unit for Missing Persons (UBPD), with a specific focus on ethnic peoples.

Duties and Responsibilities Based on the United Nations Verification Mission in Colombia (UNVMC) guidelines and the supervisor indications, the National Individual Consultant, will develop the following duties:

  • Support communication and liaison with ethnic organizations, victims’ representatives, and institutional counterparts, ensuring timely information flow to the Unit.
  • Review of progress and challenges in ethnic reintegration, including strengthening of ANFCEP.
  • Follow-up on collective reparations, ethnic peoples at risk of physical extermination, and return/reallocation processes.
  • Assists in drafting short analyses and documents on reintegration of former combatants and victims belonging to ethnic peoples-related.
  • Assisting in Collect and systematizing information from ethnic organizations, government counterparts, and UN partners; provide analytical notes and draft sections for the Ethnic Affairs Unit’s contribution to the quarterly report focus on reintegration and victims
  • Contribute to knowledge management by maintaining organized records, databases, and shared files of ethnic affairs materials, meetings, and follow-ups.
  • Assist in the preparation of outreach materials, such as concept notes, talking points, or explanatory content for internal and external use.

Qualifications/special skills

  • Advanced university degree (master”s degree or equivalent) in Social Sciences, Political Science, Management or Development, or a related field is required.
  • A first-level university degree with a combination of two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of two (2) years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related areas is required. Experience in Latin America issues is required. Experience working on political affairs with ethnic people is desirable. Experience in data collection and analysis is desirable. A minimum of two (2) years of experience supporting the Colombian Peace Agreement is desirable. Work experience in United Nations or international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written Spanish and English is required. NOTE: Fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
