position Summary:

IEM is looking to bring on a Full Time – URA Analyst. The URA Analyst will support the City Revitalization Program funded through the Community Development Block Grant (CDBG) by assisting with Uniform Relocation Assistance (URA) compliance activities. This role focuses on notice review, sequencing verification, file assembly, compliance checks, and management of URA-related documentation to ensure adherence to federal requirements.

Primary Location:

• Candidate must live a commutable distance to San Juan, PR.
• Work in an Office Environment with a team.

Travel Requirements:

• This position may require travel to complete work assignments or attend meetings.

Essential Functions:

• Support review of URA notices to ensure accuracy, completeness, and compliance with federal requirements.
• Verify proper sequencing of URA notices and actions in accordance with regulatory timelines.
• Assemble and maintain complete URA files, ensuring documentation is organized, accurate, and audit ready.
• Conduct compliance checks related to Actual Displacement Plans (ADP) and other applicable URA requirements.
• Manage and track URA documentation throughout the project lifecycle.
• Coordinate with internal teams, municipalities, consultants, and contractors to support URA compliance activities.
• Maintain logs and tracking tools related to URA actions and documentation status.
• Provide support during monitoring, audits, or reviews related to URA compliance.

Minimum Qualifications:

• experience: Three (3) years of experience supporting URA compliance, relocation assistance, and documentation for federally funded programs.
• Experience with URA notice sequencing, ADP documentation, and compliance reviews.
• Familiarity with URA regulations and federal compliance standards.
• Degree: Bachelor’s degree in Public Administration, Urban Planning, Social Sciences, Business Administration, or a related field.
• Bilingual: Fluent verbal and written communication skills in English and Spanish.
