Overview of position

Recognizing the threats to peace in Libya posed by community tensions and shortfalls in basic social services, justice, security, and economic opportunities, our client  has established an area-based Local Peacebuilding and Resilience Programme under its Country Programme Document for 2023 2025, to mark the transition from immediate stabilization towards longer-term development and peacebuilding.

While there has been a decline in violent conflict and related humanitarian needs since the signing of the UN-facilitated Ceasefire Agreement in October 2020, political uncertainty, instability, criminality, weak governance structures, lack of social cohesion, limited economic opportunities and localized conflicts have continued to challenge sustained peace in southern Libya. To mitigate the risk of escalation of conflict in the South, and by adopting a resilience-based approach to peacebuilding, this engagement, supported by generous funding from the government of Italy, aims to provide a pragmatic roadmap for advancing stabilization and recovery programming in the municipality of Tawergha.

In 2021, the Libyan Minister of Local Governance (MoLG) has adopted a unified organizational structure of municipalities, better known under the Resolution No.1500. This Resolution has been adopted to strengthen the decentralization and enhanced the coordination between the municipalities, the civil society, and the central government. The unified organizational structure of municipalities consists of five sets of division: The municipal council and its affiliates; the mayor of the municipality; the city manager; ten departments and twelve offices. However, a set of Articles has been developed to identify new local structures, their operationalization is still pending.

While a set of articles has been developed to identify new local structures, their operationalization remains pending. our client  and MoLG collaborated to support the Community Development Department, assisting it in implementing points 24, 25, 28, and 29. This includes supporting the department’s framework and conducting community meetings as per Article 17.

Role objectives

Training modules that will be designed by an international consultant in close collaboration with the national consultant will pertain to the below topics. The national consultant will receive adequate induction from the international consultant and subsequently conduct the trainings with the members of the LPDC.

Context Analysis: Analyzing the immediate environment and identifying trends and possible future scenarios
Development Planning: Setting and achieving goals
Conflict Sensitivity: Tools and Methodologies

The national consultant will work closely with an international consultant regarding the preparatory work of the trainings and leading up to the participatory Local Peacebuilding and Development Committee consultations as well as in finalizing the larger Tawergha Local Peacebuilding and Development Plan.

Output 1: Local authorities and civil society actors are capacitated to assume leading responsibilities in jointly defining priority peacebuilding and development interventions, and on inclusive and participatory development planning
Activities:

  1. a)  Map local institutions, municipality members, mukhtars, civil society members, youth and women led organizations, IDPs etc. and identify representatives, based on interest, availability, representativity and legitimacy vis-à-vis the local population, to partake in the Local Peacebuilding and Development Committee and related consultations. Ensure there is a minimum women and youth representation of at least 30%.

  2. b)  Conduct a scoping survey among relevant stakeholders across public & private sectors, as well civil society stakeholders (women, youth, IDPs, people with disabilities, migrants etc.) on broad peacebuilding and development priorities in Tawergha to be used as guiding entry points for the (Note: survey design and methodology will be done by the international consultant.

  3. c)  Conduct 3 training modules on (i) Context Analysis, (ii) Development Planning, (iii) Conflict Sensitivity over a 5 days period with participants identified to partake in the Local Peacebuilding and Development Committee (activity a).
    (Note: training materials to be designed by international consultant; catering and logistics to be provided by service provider. National Consultant to ensure participants are invited).

Output 2: The Local Peacebuilding & Development Plan for Tawergha provides a clear area-based roadmap for socio-economic and human development and facilitates investment decisions by government and international partners
Activities:

  1. d)  Plan and conduct consultations of the Local Peacebuilding and Development Committee for Tawergha over a period of three days. Ensure at minimum a 30% women and youth participation in the consultations.
    (Note: Catering and logistics to be provided by service provider. National Consultant to ensure committee members are invited).

  2. e)  Compile a draft list of identified peacebuilding and development priorities by the LPDC members and based on the prior defined selection criteria
    (Note: selection criteria to be defined by an international consultant.

Output 3: The Local Peacebuilding & Development Plan for Tawergha is accepted and approved by relevant stakeholders, ensuring ownership and the sustainability of the plan.
Activities:

  1. f)  Plan and conduct a one day validation workshop for the comprehensive Peacebuilding & Local Development Plan for Tawergha.
    (Note: Catering and logistics to be provided by external service provider. National Consultant to ensure committee members are invited).

  2. g)  Prepare and conduct a launching ceremony of the Tawergha Peacebuilding and Local Development Plan with the municipal council for endorsement

Further information

This assignment will take place in Libya, the National Consultant will be based in country and is required to travel to Tawergha and have access to Tawerghan stakeholders. All official travel expected to be associated with performing the functions of this assignment would be reimbursed by our client. The mission report is to be submitted accordingly to the Regional Project Coordinator.
