Position Summary

The Vice President of Global Programs & Operations serves as Project HOPE’s senior executive leader responsible for the strategy, management, and performance of all global health and humanitarian programs and operations. Reporting to the President, the VP-GPO provides visionary and operational leadership to ensure Project HOPE’s programs are impactful, accountable, and aligned with the organization’s mission to place power in the hands of local health workers and strengthen health systems worldwide.

As a core member of the Senior Leadership Team, this role oversees a diverse global portfolio encompassing program delivery, regional management, emergency response, procurement and supply chain operations, and global security. The VP-GPO ensures operational excellence, promotes cross-departmental collaboration, fosters strategic partnerships, and drives program development across all geographies and sectors.

Core Responsibilities
Strategic Leadership & Organizational Management

  • Provide strategic direction and leadership for Project HOPE’s global program portfolio in alignment with organizational strategy, mission, and “One HOPE” vision.
  • Serve as a core member of the Executive Leadership Team, contributing to organizational strategy, financial stewardship, and risk management.
  • Lead integration of programmatic, operational, and humanitarian portfolios to ensure cohesive global operations.
  • Oversee program revenue and expense budgets in alignment with Board-approved targets, including monthly reviews and adjustments.
  • Coordinate headquarters-based technical and program development support to regional and country teams.
  • Collaborate closely with HR, Finance, Legal & Compliance, Development & Communications, Grants & Contracts, and IT.
  • Identify and lead initiatives supporting regional growth and operational sustainability.
  • Establish and manage strategic partnerships and represent Project HOPE in global health forums and donor consultations.
  • Contribute to donor engagement and relationship management.

Program Development & Management

  • Provide executive oversight for program design, implementation, monitoring, and evaluation.
  • Ensure programs are delivered on time, on budget, and in compliance with donor requirements.
  • Partner with Program Development and Corporations & Foundations teams to pursue strategic funding opportunities.
  • Ensure quality assurance and compliance with donor regulations, laws, humanitarian principles, and ethical standards.
  • Manage program and departmental budgets and ensure alignment with work plans and Board budgets.
  • Collaborate with the Technical Unit to ensure strong MEL systems and technical oversight.
  • Ensure effective coordination between business development and field teams to support sustainable program growth.

Procurement & Supply Chain Management

  • Provide executive oversight of global procurement, logistics, and supply chain operations.
  • Ensure compliance with USG and international donor requirements.
  • Oversee Project HOPE’s Gift-in-Kind programs.
  • Drive continuous improvement in supply chain resilience, cost efficiency, and localization.
  • Oversee vendor and partner management to ensure integrity and value for money.
  • Review and approve large-scale procurements at appropriate thresholds.
  • Collaborate with Finance and IT to implement digital supply chain solutions.
  • Manage relationships with key supply chain partners.

Emergency Response & Global Security

  • Oversee emergency preparedness and response, including rapid deployment and interagency coordination.
  • Make go/no-go decisions for new disaster responses and define response management structures.
  • Serve as HQ Emergency Response Director when ERU leadership is deployed.
  • Approve emergency response budgets during acute response phases.
  • Oversee coordination between emergency response teams and regional or country offices.
  • Lead global security strategy, risk management, and duty-of-care responsibilities.
  • Ensure crisis management and business continuity plans are maintained and tested.
  • Advise the President and Board during emergencies or crises.

People & Culture

  • Promote a culture of compliance, accountability, and ethical behavior.
  • Lead and mentor a diverse global team, fostering collaboration and innovation.
  • Partner with HR to strengthen talent pipelines and staff development.
  • Foster an inclusive, transparent, and empowering organizational culture.

Minimum Qualifications

  • Master’s degree in Public Health, Global Health, International Development, Health Policy, or a related field required.
  • Minimum 15 years of progressive leadership experience, including 10 years in senior executive roles.
  • Proven experience in strategic planning, program design, and global operations management.
  • Demonstrated ability to manage large, complex donor-funded budgets.
  • Expertise in emergency preparedness and response.
  • Strong background in procurement and supply chain operations.
  • Experience representing organizations in global health policy and donor forums.
  • Exceptional leadership and communication skills.
  • Deep understanding of health systems strengthening and locally led development.
  • Strong knowledge of compliance requirements for major donors.
  • Ability to navigate complex security environments.
  • Ability to travel internationally.
