About PIN Sudan
People in Need (PIN) is a Czech Republic-based international NGO working in the relief and development sector. PIN has recently finalized registration in Port Sudan, Sudan and will be launching WASH emergency program through a local implementing partner in mid-January 2025. The Country Program (CP) will start with an initial core team and launching of programmatic activities, with an aim for scale-up in the second half of 2025 – increasing the team, institutional funding, and programmatic footprint. This position is ideal for a driven and experienced humanitarian professional that would like a handson role and strategic leadership of a new CP.
About the role:
The WASH manager will be responsible for all WASH programme development, technical oversight and support to partner project implementation. As a new actor in Sudan, a key objective of the role is to understand the context and ensure effective strategic positioning for PIN as a WASH actor, identifying the most effective use of resources and added value. The WASH Coordinator will work in close collaboration with the Country Director and PIN Advisors to determine the strategic direction of PIN’s WASH intervention, ensuring effective representation within the WASH Cluster and coordination with partners.
PIN’s approach in Sudan is heavily partner focused in nature and seeks to not only support pre-identified local actors but to integrate PIN technical capacities within them where possible, enhancing programme quality and enabling more effective reach for both PIN and its partners. With WASH being a foundational aspect of PIN’s planned response in Sudan, the WASH Coordinator must be comfortable with supporting partner-based field operations in a challenging context.
Main Duties & Responsibilities:
Strategic development and Representation
• Lead the development and execution of WASH programming in line with PIN
Sudan’s strategic plans, and in close cooperation with the Advisory team. This
responsibility includes the following tasks:
• Analyse the WASH context and lead assessments in a conflict-sensitive manner to
enable development of impactful programmes, with due consideration of access and accountability;
• Work in close collaboration with PIN’s local partners, supporting them in all WASH
related tasks from programme development to quality implementation;
• Network with a range of local and international actors relevant to WASH
programming, including local partners, ERRs, PIN’s donors, international
organisations, Cluster and others;
• Actively engage in technical discussions and coordination within the WASH Cluster,
and relevant Working Groups, to enhance PIN’s visibility and establish its reputation as a key WASH actor in Sudan;
• Identify further potential local partners across a wide range of civil society actors;
• Identify strategic entry points and new approaches for WASH programming and
develop models of action, propose pilots and formulate projects in cooperation with relevant PIN colleagues;
• In close cooperation with the Country Director, engage with relevant donors for
funding opportunities of PIN’s WASH programming, and take the lead in developing high-quality project proposals for WASH initiatives accordingly;
• Contribute to developing indicators and monitoring mechanisms of WASH
programming;
• Contribute to the development of overall PIN Sudan strategy and management
discussions on other relevant topics.
Oversight of project management
Ensure that PIN and partner WASH projects are developed and implemented with high
quality standards and proper processes in line with relevant guidelines.
• Directly support and monitor all partner WASH activities, providing leadership,
guidance and practical implementation support where needed;
• Oversee the launch, management and close out of PIN and partner WASH projects
in line with PIN’s standards and guidelines;
• Ensure high quality and strategic coordination and donor liaison over the realisation
of WASH projects, through reporting, communication and monitoring visits;
• Oversee cooperation with MEAL, provide strategic guidance to possible project re-
adjustments as required;
• Provide overall management support and guidance to the PIN and partner WASH
teams in their work and professional growth.
Quality assurance of WASH humanitarian response and capacity development
Technical supervision of all WASH related programming, technical support to and
capacity building of PIN and partner staff.
• Programmatic quality assurance through technical design and guidance of WASH
humanitarian interventions;
• Technical guidance, capacity building and follow up with PIN and partner WASH
staff on WASH-related humanitarian interventions, and how to ensure safe exit and
sustainable solutions wherever possible, from design to implementation and
monitoring;
• Contribute with own special knowledge and skills in relation to WASH programming
and advocacy to analyses, design of interventions, advocacy and other inputs;
• Through strategic guidance and support to teams, contribute to change
management and smooth transition of programmes.
Main Requirements:
• Master’s degree in WASH-related disciplines and additional trainings of relevance;
• Minimum 5 years’ experience in humanitarian and/or development response within
armed conflict, crisis context and/or post-crisis contexts in relevant positions;
• Solid understanding of WASH programming in humanitarian and development
contexts; special knowledge and experience an asset;
• Significant experience in an international non-governmental organization and/or
international organisation, including field experience and working with partners and
national teams;
• Knowledge and practice of project cycle management;
• Demonstrated understanding and commitment to approaches to water management
based on participatory and community engagement models sensitive to age, gender,
diversity, e.g. pro-poor, inclusive, gender-responsive;
• Demonstrated understanding and commitment to Safeguarding, PSEA and Child
Protection in humanitarian and development action;
• Understanding of the context in Sudan or experience in relatively comparable
contexts;
• Excellent interpersonal skills, and ability to advise and promote change at different
levels internally within an organisation;
• Proven ability to engage and communicate externally with a wide range of
interlocutors and stakeholders, from vulnerable women, girls, boys and men (with
respect of safeguarding and do-no-harm principles), grassroots actors and activist to
local government officials and other official stakeholders and Clusters and
international organisations;
• Fluency in spoken and written English;
• Excellent communication, negotiation and relationship building skills with cultural
sensitivity;
• Mature, well-balanced personality able to work independently in a challenging
environment.
• Ready to live, work and travel in Sudan with extensive time spent in field locations
and within local partner operations.

salary range between 2450 EUR – 2650 EUR (based on experience)
