Job Description:
The WASH technical coordinator will work closely with and support the WASH Technical Advisor of WVSR to ensure design quality WASH programming and enhance the WVSR capacity and quality in line with WVSR strategy, donor requirements, and technical standards, through contributing to develop, design, providing technical support, and coordinate the implementation of the WVSR’s WASH program serving the vulnerable refugees, IDPs, and host communities in Syria, Jordan, and Turkiye.
The WASH technical coordinator in close coordination with the WASH Technical Advisor will support WVSR WASH program via focusing on four major areas; ensure the sustainability of the WVSR WASH program through contributing to develop strong proposals and design projects, support the excellence of the implemented WASH interventions through providing strong technical support, monitoring and enhancing the implementation quality, and collaborate with WVSR other departments (Field operations, GAM, MEAL, partnership, finance, communications, supply chain, and people and culture), maintaining strong relationship with sector stakeholders through collaboration with WASH actors and partners, and lastly fostering systematic approach within WVSR WASH programs implementation through assisting developing SOPs, guidance, technical research, and enhancing the institutional knowledge of the WASH program within WVSR operations.
MAJOR RESPONSIBILITIES
Programe Development (Program Sustainability)
o In close coordination with the WASH Technical Advisor, to participate in program and projects’ design as per technical standards and in line with WVSR strategy and donors’ requirements.
o Contribute to the development of the WASH sector strategy and the overall WVSR strategy.
o In consultation with the WASH Technical Advisor working with GAM and other relevant departments to support projects’ design adaptation process as per context changes, new emergencies, or operational conditions.
o Coordinate with the WVSR WASH Technical Advisor to ensure alignment with the overall sector and program strategy and best practices.
o Ensure regular communication with the sector partners to ensure identifying sector gaps, needs and priorities.
o Identify and analyse sector trends and gaps through working with the MEAL department on data analysis, developing needs assessment, and monitoring the progress data of the ongoing projects.
Program Quality (Program Excellence)
o Contribute to review and ensure high quality reporting to donors, sector leads, and WV other departments.
o Support developing and reviewing MEAL products throughout the projects’ lifecycle.
o Develop and/or review technical BOQs and specification for the WASH activities.
o Review BoQs, drawings, and plan for rehabilitation and/or reconstruction & infrastructure works.
o Create & review BoQs for construction material specifications & standards
o Review infrastructure rehabilitation project and provide feedback accordingly
o Conduct technical evaluation of the suppliers and materials
o Participate in carrying out WASH related tenders’ technical evaluation in collaboration with SCM team.
o Attend/assist in ensuring high quality results of the recruitment processes for the WASH staff.
o Support developing and applying technical tools and conducting field visits to ensure the quality of the implemented WASH interventions.
o Identify training needs through a needs assessments and support design and deliver capacity building programs and training to WVSR WASH staff and sector partners.
Networking and External Engagement (Collaboration)
In coordination with the WASH Technical Advisor, participate in sector coordination, cluster meeting, working groups, and donor meetings.
Represent WVSR in formal external meetings and forums as requested by the WASH Technical Advisor.
Develop and maintain strong working relationships with WASH sector stakeholders at local level.
Prepare debriefings to communicate opportunities or major updates raised in cluster/ sub-cluster meetings with the WASH Technical Advisor.
Identify new opportunities to collaborate with other organizations in coordination, sharing knowledge, and joint programming.
Carry out the monthly technical follow up meetings with the sectors’ field operations team in coordination with the WASH Technical Advisor.
As relevant to provide WVSR’s Communication and Advocacy Department with information (success stories, case studies and photos) to highlight WVSR programs impact.
Learning, Research, and Institutional Knowledge (Systematic).
o Contribute to development of the technical SOPs and guidelines to enhance the quality of the WASH program implementation.
o Support building and archiving the technical documents of the WASH program to enhance institutional knowledge efforts.
o Ensure experiences and lessons learned are captured and shared between teams and incorporated into new concepts/proposals.
o Identify and pursue technical research and initiatives in the WASH sector in collaboration with the MEAL department and academia.
o Develop and lead conducting sectoral assessment and relevant tools.
Other Duties as required by Direct Supervisor
Required Professional Experience
- 5-7 years of experience in humanitarian WASH programming with iNGOs (or big local WASH focused NGO) in an equivalent position (WASH Technical Officer, Coordinator, Specialist, etc.).
- Experience in the Syria Crisis context (essential) at WoS and neighbouring countries level.
- Excellent communication, interpersonal, and negotiation skills, with the ability to work effectively in a multicultural environment.
- Experience in developing/design and implementing WSAH programs and projects, including proposal development, quality monitoring, applying technical standards, developing technical BOQs, risk assessments, needs assessments, and reporting.
- Proven practical experience in all WASH major interventions; water, sanitation, hygiene promotion, and solid waste management.
- Experience in designing and carrying out capacity building programs in the WASH sector.
- Proven experience in building and maintaining strong work relationships with the sector stakeholders in the targeted areas.
- Knowledge in developing WASH technical SOPs/guidelines.
- Good coordination and networking skills.
Required Education, training, license, registration, and certification
- (Essential) bachelor’s degree in civil engineering (water & environment), Public Health, or Water Management.
- Experience in construction by creating BoQ, quantity survey, & supervision
- (Desirable) master’s degree in civil engineering (water & environment), Public Health, Water Management or any other relevant study.
- Other WASH related certificates will be highly desirable.
Preferred Knowledge and Qualifications
- Experience working with cross border/partners programming in Syria.
- Excellent knowledge of the Syrian context, especially in the North of Syria and neighbouring host countries.
- Excellent knowledge and competency of the WASH sector in emergencies, recovery and development and its programming.
- Training, coaching and mentoring skills.
- Knowledge of using of CVA in WASH programming.
- Experience working with major donors.
- Strong medium to long-term planning skills.
- Strong knowledge of WASH actors, counterparts and capacities.
- Knowledge of common local WASH issues and opportunities.
- Computer skills, mainly in Microsoft Office package (Essential).
Travel and/or Work Environment Requirement
The position requires ability and willingness to travel domestically and internationally up to 10% of the time
