ORGANIZATIONAL CONTEXT:
This job is based in Sudan Country Office, Port Sudan and reports to a more senior Management Services Officer or designate. Job holders are likely to be working under the supervision of a more experienced staff member, receiving guidance and regular feedback on work performed.
THE ROLE:
To provide support to the delivery of high quality, client-focused, and value for money services pertaining to the Management of Fuel enabling WFP to deliver food assistance to beneficiaries, in line with WFP’s strategy.
KEY RESPONSIBILITIES (not all-inclusive, within delegated authority):
1. Support with assessment of the WFP”s fuel operations across all offices, covering storage, infrastructure, distribution, and equipment.
2. Ensure all activities meet WFP safety and security standards, including fire safety, physical security, access control, and environmental protection.
3. Support checking and maintaining the calibration of all pumps, meters, tanks, and dispensing equipment to ensure accuracy and reduce losses.
4. Support identifying weaknesses, risks, and hazards in the infrastructure and operations. Work with the relevant units (Logistics, Engineering, Security) to develop plans for mitigation, upgrades, and improvements.
5. Track all incidents involving equipment or personnel at fuel facilities, support the investigation the causes, and recommend actions to prevent recurrence.
6. Support to create both short- and long-term fuel supply plans based on operational needs, seasonal changes, emergencies, and budget.
7. Regularly forecast fuel needs for offices, vehicles, generators, warehouses, and general operations, ensuring enough backup stock.
8. Monitor fuel use daily, weekly, and monthly. Analyze consumption patterns to identify trends, issues, or inefficiencies.
9. Support managing the replenishment process, including timely ordering, coordinating with suppliers, tracking deliveries, checking quality, and reconciling stock records.
10. Maintain accurate and current inventory records, ensuring all fuel movements (receipts, transfers, issues, adjustments) are documented using WFP systems.
11. Balance stock levels to prevent running out of fuel (stockouts) while also avoiding financial losses from having too much stock, old stock, or evaporation.
12. Support to implement fuel quality checks, including sampling, testing, visual inspections, water checks, and tank cleaning.
13. Work closely with suppliers to resolve quality issues, contamination risks, incorrect deliveries, and compliance problems.
14. Create reports on fuel management, including forecasts, stock levels, delivery tracking, consumption analysis, and explanations for variances.
15. Alert supervisors early about low stocks, unusual consumption, potential fraud, or equipment problems.
16. Assist with audits and compliance checks by preparing documentation, stock records, and explaining operational procedures.
17. Support to develop and to provide training for staff on safe fuel handling, incident reporting, emergency responses, documentation, and equipment use.
18. Perform other duties as assigned.
QUALIFICATIONS AND EXPERIENCE:
Education : Completion of secondary school education. A post-secondary certificate in Fleet or Fuel management, Data Analysis related functional area. A First University degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration will constitute an advantage.
Experiences: At least six years of experience in relevant functional areas
