Background and Purpose of the Assignment:

The World Food Programme (WFP) Somalia seeks a Programme Officer to enhance its climate risk management portfolio, focusing on anticipatory actions (AA), early warning systems, and disaster preparedness.

Somalia faces frequent climate shocks like droughts and floods, impacting vulnerable populations. WFP initiatives, including AA pilots and the Baxnaano social protection program, have supported 34,000 households.

Reporting to the Strategic Outcome 3 Team Lead, the Programme Officer will oversee AA implementation, integrate it into resilience strategies, and strengthen partnerships with government and stakeholders.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Strengthening National and Sub-National Capacities in Anticipatory Action:

  • Conduct a desk review to assess the current state of AA initiatives, key actors, evidence, and learnings. Consolidate ongoing AA work to identify topical issues, inform a national AA Plan, and advance the CERF AA Framework.
  • Facilitate the development of a feasibility study to evaluate potential AA interventions in Somalia, including thresholds for AA triggers (e.g., floods, droughts, pests). This includes vulnerability analyses and risk mapping, in collaboration with the Somalia Disaster Management Agency (SODMA).
  • Establish or enhance a national/sub-national Technical Working Group (TWG) to co-develop the national AA Plan in coordination with relevant stakeholders (e.g., VAM, Climate Change, Social Protection, government entities, FAO, UNDP, academia).
  • Organize and support workshops with SODMA, Ministry of Environment and Climate Change (MoECC), and other partners to finalize and validate the national AA Plan, ensuring alignment with government priorities and shock-responsive systems.

Community-Level Anticipatory Action and Early Warning Systems:

  • Provide technical leadership on community-level AA, linking AA with early warning systems and risk financing mechanisms to mitigate climate shocks.
  • Develop and implement guidelines for Community Early Warning Systems (CEWS) to enhance local anticipatory capacities.
  • Facilitate training for national, sub-national, and local authorities and partners on implementing AA interventions, ensuring coherence between national policies and local practices.
  • Guide the creation and roll-out of Community Action Plans (CAPs) that incorporate gender, protection, conflict sensitivity, and nutrition considerations.

Disaster Risk Insurance Implementation:

  • Analyse the disaster risk insurance landscape in Somalia to identify integration opportunities within the AA framework.
  • Collaborate with insurance providers and financial institutions to design tailored products for vulnerable communities.
  • Assist in customizing risk-based budget models, developing operational plans, and conducting simulation exercises with government and partners.

Disaster Risk Financing Strategies:

  • Support the design and establishment of financial mechanisms for disaster risk financing, ensuring alignment with the national AA Plan.
  • Collaborate with stakeholders to implement financing strategies that enhance community resilience and timely resource allocation.
  • Contribute to seasonal monitoring and produce annual reports on the effectiveness of disaster risk financing mechanisms.

Coordination and Capacity Building:

  • Foster collaboration with national and international partners, including FGS, FMS, SODMA, MoECC, MoEWR, MoLSA, FAO, UNDP, and Red Cross, among others.
  • Ensure internal coordination with WFP Area and Country Offices and the Regional Bureau in Nairobi for effective programme implementation, compliance, and monitoring.
  • Design and deliver capacity-building initiatives to equip WFP staff and cooperating partners with knowledge on climate-risk management and AA mainstreaming.
  • Support reporting, advocacy, and knowledge-sharing activities, ensuring communication products highlight project progress and impact.

QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED

Education: Advanced university degree in environmental science, disaster risk management, climate studies, or related fields, or a first relevant university degree with additional relevant work experience.

Experience: At least three (3) years post-graduate experience in climate change and environment-related work, disaster risk reduction and management, Anticipatory Action and early warning or related areas. Experience and understanding of the Somalia/East Africa disaster and food security context. Experience in undertaking climate risk and vulnerability assessments at country and/or regional level. implementing interventions at national or community levels focusing on climate and disaster risk management, climate change adaptation, and disaster risk financing. Experience in the development of Anticipatory Action and early warning approaches and mechanisms.

Language: Fluent knowledge (proficiency/level C) of English and Somali language.

Other Knowledge and Skills Required:

  • Experience in project management as well as writing project documents, country reports, and publications.
  • Proven experience working with a wide variety of development actors including governments, international development organizations (including United Nations agencies), donors and other funding agencies, private sector entities, and/or civil society organizations including community groups, academia, and the media.
  • Strong analytical, reporting, and writing abilities and Strong interpersonal and coordination skills, ability to work in a team and to communicate clearly and diplomatically with a wide range of stakeholders from diverse backgrounds.
  • Ability to plan and organize his/her work, efficient in meeting commitments, observing deadlines, and achieving results.
  • Openness to change and ability to receive/integrate feedback. Ability to work under pressure and in stressful situations.
  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook); experience with GIS platforms is an asset.
