Duration: 1 year with possibility of extension

Organizational Context

The RAM Officer will be based in the Liberia Country Office and will support the development and implementation of food security analysis, monitoring, and evaluation activities. Liberia faces recurrent food insecurity challenges due to economic shocks, climate variability, and limited agricultural productivity. The RAM Officer will play a critical role in generating evidence to inform WFP”s strategic response and support national efforts to achieve food and nutrition security. The incumbent will work closely with internal and external partners, ensuring alignment with WFP corporate standards and strategic objectives.

Job Purpose

To lead and support the generation, analysis, and use of evidence related to food security, nutrition, and programme performance. This includes vulnerability analysis, monitoring systems, decentralized evaluations, and capacity building efforts to inform WFP operations and national strategies.

Key Accountabilities (not all-inclusive)

Research & Assessment:

• Lead or support food security and vulnerability assessments, including survey design, data collection, analysis, and reporting.
• Develop and maintain food security monitoring systems and tools aligned with best practices and WFP standards.
• Prepare timely analytical reports to inform programme design and strategic planning.
• Provide technical guidance on methodologies including GIS, remote sensing, and statistical analysis.

Monitoring & Evaluation:

• Support the development and implementation of Monitoring, Review, and Evaluation Plans aligned with WFP corporate standards.
• Ensure monitoring systems meet minimum monitoring requirements (MMR) and support the establishment of baselines and targets.
• Draft regular monitoring reports and contribute to data analysis for programme performance.
• Manage or support decentralized evaluations, including planning, stakeholder engagement, and quality assurance.

Capacity Building & Partnerships:

• Build capacity of WFP staff, partners, and government counterparts in food security analysis and M&E.
• Collaborate with national institutions and UN agencies to strengthen joint monitoring and evaluation frameworks.
• Promote inclusive and ethical practices in all data collection and analysis activities.

Cross-Cutting:

• Integrate gender, protection, and accountability to affected populations (AAP) perspectives in all RAM activities.
• Supervise junior staff and provide technical support as needed.
• Perform other duties as required.

Standard Minimum Qualifications

Education: Advanced University degree in Economics, Statistics, Data Science, Public Health, Nutrition, Social Sciences, or related field. First University degree with additional years of relevant experience may be accepted.

Experience: Minimum of three years of relevant professional experience in food security analysis, monitoring, and evaluation.

Language: Fluency in English (Level C); knowledge of local languages is an asset.

Desired Experiences

Experience in humanitarian or development contexts.

Proficiency in statistical tools and data visualization platforms.

Familiarity with WFP’s vulnerability mapping and evaluation standards.

Experience in designing and implementing Theory of Change frameworks.
