1. Purpose of consultancy
The World Health Organization (WHO) seeks a consultant to coordinate the implementation of the Health Resources and Services Availability Monitoring System (HeRAMS) in the occupied Palestinian territory (oPt), including the Gaza Strip and the West Bank. The consultant will ensure stakeholder engagement, field coordination, data quality assurance, and timely reporting.
This role is essential to strengthen health service monitoring during a large-scale humanitarian crisis and will directly support WHO’s information and decision-making systems. The consultant will liaise with field data collectors, WHO Country Office, Regional Office (EMRO), and Headquarters (HQ), ensuring effective coordination and accurate data integration into strategic planning and operational response.
2. Background
Since the escalation of hostilities on 7 October, the Gaza Strip has experienced a severe humanitarian crisis, with widespread destruction of infrastructure, mass displacement, and high casualty rates. The West Bank has simultaneously faced increased violence and service disruptions, placing additional strain on the health system.
In response, WHO is implementing HeRAMS—a strategic platform used to monitor the availability and functionality of health services and infrastructure in emergencies. The system is being deployed across the Gaza Strip and the West Bank, including hospitals and Primary Health Care Centres (PHCCs).
Field data collectors are embedded within the WHO team to complete HeRAMS questionnaires, feeding real-time data into the platform. This data is vital for health sector coordination, resource allocation, and response prioritization. A qualified consultant is needed to lead coordination, ensure data accuracy, support analysis, and ensure effective communication across WHO levels and with partners.
3. Deliverable
In close collaboration with WHO Country Office, WHO Eastern Mediterranean Regional Office (EMRO), WHO Headquarters, and relevant partners, the consultant will complete the following:
Output 1: Coordinate the work of the field team
· Deliverable 1.1: Conduct weekly coordination meetings with field data collectors and share detailed meeting minutes, including:
1. Progress on data collection
2. Key challenges identified
3. Status updates on agreed action points
Output 2: Participate in key coordination and technical meetings
· Deliverable 2.1: Present HeRAMS updates during relevant meetings (e.g., Three-Level Health Information, UNCT RDNA, WCO, EMRO, HQ, and Health Cluster).
· Deliverable 2.2: Document and report challenges, propose solutions, and summarize action points.
Output 3: Ensure the accuracy of data entered into HeRAMS
· Deliverable 3.1: Monitor and assess data quality on the HeRAMS platform to ensure completeness and accuracy.
· Deliverable 3.2: Coordinate with field teams to address data discrepancies and ensure timely updates.
Output 4: Oversee HeRAMS reporting and data integration
· Deliverable 4.1: Prepare and distribute monthly HeRAMS reports to stakeholders.
· Deliverable 4.2: Facilitate integration of HeRAMS data into shared databases for holistic health monitoring.
· Deliverable 4.3: Provide timely responses to ad hoc data and information requests.
4. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: First university degree in Public Health, Information Management, Health Informatics, Information Technology, or a related field.
Desirable: Advanced degree (Masters or higher) in a relevant discipline.
Experience
Essential: At least 5 years of professional experience in health information management, data systems, or public health information coordination.
Desirable: Experience working in humanitarian contexts or fragile health systems; experience with WHO platforms such as HeRAMS or similar tools.
Skills/Knowledge:
· Proven ability to coordinate multi-disciplinary teams.
· Strong analytical and report-writing skills.
· Familiarity with health systems in conflict or emergency settings.
· Excellent communication and presentation skills.
· Proficiency in Microsoft Office Suite (especially Excel, Word, PowerPoint).
· Ability to work independently and meet deadlines in high-pressure environments..
Languages and level required (Basic/Intermediate/Expert):
Required: Expert knowledge of English (spoken and written).
Desirable: Working knowledge of Arabic.
Location
Off site: Home-based, with location flexible. The consultant will not be based in WHO offices.
5. Travel
The consultant will perform the work at the location of his or her choosing. No travel is expected.
6. Remuneration and budget (travel costs are excluded):
a. Remuneration: Band level B: 17,100 ILS per month
b. Living expenses: N/A
c. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 5 months.
