Key Responsibilities:

The Technical Specialist – CSO is responsible for developing and delivering institutional capacity strengthening activities for CSOs. Will design toolkits, conduct OD assessments, lead governance and compliance trainings, and mentor CSOs in financial and project management. Supports creation of sustainability strategies. This specialist leads efforts to strengthen CSO institutional capacity and governance frameworks, aligning with the project’s focus on empowering civil society to be effective actors in advocacy and service delivery, crucial for sustainable democratic engagement

Key Responsibilities

• Review local partnering Agreements signed with Implementing partners to ensure adherence to WV standards & procedures.
• Coordinate the implementation of the project activities as per the partnership agreement
• Design and facilitate tailored training programs on good governance practices, including strategic planning, social accountability, safeguarding, child protection standards, and policy compliance—aligned with WV Lanka’s partnership standards and advocacy goals.
• Strengthen governance frameworks by supporting partners to develop or revise policies, bylaws, operational policies, safeguarding protocols, and codes of conduct that uphold transparency, child-centred decision-making, and ethical leadership.
• Work with partners to identify capacity needs and develop partner-specific capacity improvement plans, and support implementation.
• Implement partner capacity enhancement programs to improve knowledge & skill levels in project management and implementation
• Facilitate the routine partnership health check to build and review partner portfolios.
• Work closely with the Project Manager and Team to share and update the progress of the project in a transparent manner.
• Manage Resources with integrity and stewardship in compliance with WVL’s and Grant financial policies and procedures.

Required qualifications, experience & competencies

• Bachelors degree or in Social Sciences, International Development Studies or Community development
• At least 5 years of experience in Community Development projects , CSO Strengthening programmes /Project Management or Coordination in a complex, international organization preferably in the INGO context. Experience i Working with partners / Partner management
• Knowledge of and familiarity with international assistance program requirements and regulations.
• Excellent written and oral communication skills in English and Tamil, with moderate knowledge of Sinhala considered an added advantage.
