Purpose Of Evaluation

The final evaluation is to be carried out as one of the evaluation procedures mentioned in the proposal in compliance with ECHO procedures. As the project implementation will be completed by April 30th , 2025, SI is committed to oversee the project’s expected performance, outcomes, intended goals and objectives by carrying out the agreed activities and understanding the unintended consequences of SI interventions per result of the project. The evaluation outcomes will be used for learning and good practices to inform project management, program design, resource mobilization and MEAL for possible adaptation in future programming both internal and external levels. The purpose of the evaluation is multi-fold:

  1. To assess the effectiveness of the designed project, meaning the extent to which the intervention has achieved or is expected to achieve (by the end of the project) the objectives and results planned in terms of functionality, availability, accessibility, and quality of the WASH, FSL and Health and nutrition outputs;
  2. To assess the efficiency of the project, meaning the extent to which the intervention has delivered or is likely to deliver, results in an economic and timely manner;
  3. To assess the impact of the project, meaning the extent to which the project is generated or will generate indirect, secondary, or potential consequences by looking at social, environmental, and economic effects;
  4. To identify good practices, lessons learned and recommendations of this project that could be duplicated in future and other projects at local, national, and global levels for future programming.

Scope Of Evaluation

This evaluation is considered as final evaluation of the project, concluding its 4th implementation phase by end of April 2025 (6th MR). The evaluation covers all project activities under Health, Nutrition, WASH and FSL activities, more precisely, health & Nutrition in the 4 operating districts (Al Mokha, Mawza, Wazi’iyah and Hays) and water sanitation, solid waste management, and hygiene promotion in the operating 5 districts (Mawza, Al Khawkhah, Hays, Wazi’iyah, and Al Mokha), as well as emergency cash for food in the operating 4 districts (Mokha, Mawza, Hays and Khawkha)[1].

How to apply

Each proposal must include the following documents:

  • A – A cover letter – one-page maximum

  • B – An up-to-date Profile/CV of the consultant(s), including but not limited to:

    • Training and qualifications
      • Professional experience (specific skills and/or specific context conditions)
        • Experience in evaluation or research in similar contexts: A complete list of all evaluations conducted with the details of donors, type of evaluation, the theme of the projects (WASH, FSL, etc), and region is a must.
        • Experience in facilitating learning and participatory processes (in the case of a learning-oriented evaluation with co-construction of lessons learned and recommendations)
        • Required technical qualities
        • Languages
  • C – A technical bid including but not limited to:

    • Understanding of the study issues and the ToR;

      • The Methodology: This section should include the methodological framework, references to the data collection methods, and the sampling approach.
        • A timeline showing the details for the completion of each evaluation phase. (Refer to 8: Evaluation Work Plan) – The proposed schedule should include time for SI’s reviews, briefing and debriefing on the mission.
        • Approach for data collection, cleaning, analysis, frequencies.
        • Knowledge of the country/area of intervention/evaluation.
        • Composition of the evaluation team and roles/responsibilities during the evaluation
  • D – Two examples / Sample copies of an evaluation report in English for a similar work.

  • E – Two References: Provide references for the last two Evaluations conducted (Name, position, organization, email, and phone number).

  • F – The financial proposal includes breakdown of costs such as consultant fee, training, stationary, traveling etc [in alignment to Budget section 9. Above].
