Result of Service

The results of service will be:  Report drafted highlighting the high level technical and strategic support to the Independent Commission Against Corruption and Department of Justice and Attorney General of Papua New Guinea, including strategic preparation and in-meeting support during the Implementation Review Group and the International Anti- Corruption Conference; 15 days The Journalists Against Corruption (JAC) Network is established and its implementation plan is finalised. One strategic intervention ensuring its sustainability and high level visibility has been conducted (responding to the needs of the JAC); 10 days  A Parliamentary round table on the proposed new Government Procurement Reform Act has been hosted and strategic direction and guidance have been provided during the discussions and are highlighted in the final report; 10 days  At least three human impact stories and at least three anti-corruption posters are developed – strategic support provided to the communications aspect of the Anti-Corruption Hub for Southeast Asia in line the regional roadmap and better visibility with the ASEAN-PAC; 25 days  The corruption prevention workshop with CSOs and media in Mongolia is prepared and conducted and a final report is drafted.;15 days The corruption prevention workshop with CSOs and media in PNG is prepared and conducted and a final report is drafted.;15 days Under the direct supervision of the UNODC Anti-Corruption Adviser for the Pacific, the consultant will be responsible for: • Successful organization of the input and strategic engagement of the Pacific delegation for the Australian Public Service Anti-Corruption Conference (pre-conference workshop, drafted key guiding documents, attending all preparatory meetings); 10 days • High level and strategic dialogue with Pacific leaders have occurred and the Pacific Unity Against Corruption Conference has been satisfactorily organized and media release covering the events are prepared and published. A communication strategy for the Ombudsman office has been finalized. High level discussion with the Parliament Committee and the Tonga Media Association have occurred 20 days • The 7th Pacific Media Summit 2024 special event “Charting a Resilient Future: Pacific Media Navigating Press Freedoms, AI and Geopolitical Interests” has been facilitated, a report has been drafted and high level consultation with stakeholders have been occurring in Niue. 8 days

Work Location

Home based with travel Occasional travel to Vienna, Austria (10-14 June) and Vilnius, Lithuania (17-21 June); Ulaanbaatar, Mongolia (6- 9 August); Manila, Philippines (12-14 August); Port Moresby, Papua New Guinea (9-12 September), Niue (21 to 26 September), Tonga (5 October-10 October)

Duties and Responsibilities

Corruption remains a significant obstacle to development globally and throughout Southeast Asia and the Pacific (SEAP) region. Corruption is cross-cutting numerous illegal activities, from the process of harvesting and manufacturing illegal wood-based products, migrant smuggling and human trafficking to terrorism financing. Corruption of public officials is perceived as an enabler of serious and organized crimes that are undermining the countries` abilities to deliver the development agenda. Under the direct supervision of the UNODC Anti-Corruption Adviser for Southeast Asia, the consultant will be responsible for:  Technical support to the Independent Commission Against Corruption and Department of Justice and Attorney General of Papua New Guinea, including preparatory and in-meeting support at the next session of the Implementation Review Group and the International Anti- Corruption Conference; 15 days  Support the Journalists Against Corruption (JAC) Network in drafting their implementation plan and implementation of at least one activity; 10 days  Technical in-country support/ facilitator of the Parliamentary roundtable on the proposed new Government Procurement Reform Act; 10 days  Communications support and guidance to the Anti-Corruption Hub for Southeast Asia in line the regional roadmap and better visibility with the ASEAN-PAC, including the drafting of at least three human impact stories and at least three anti-corruption posters; 25 days  Preparatory work and in-country technical support/ facilitation of the corruption prevention workshop with CSOs and media in Mongolia.;15 days  Preparatory work and in-country technical support, including the facilitator of a corruption prevention/ interagency roundtable with CSOs in Papua New Guinea. 15 days Under the direct supervision of the UNODC Anti-Corruption Adviser for the Pacific, the consultant will be responsible for: • Technical in-country support/ facilitator for the Australian Public Service Anti-Corruption Conference; 10 days • Preparatory work and in-country technical support/ facilitation of the Pacific Unity Against Corruption Conference and pre-PUAC conference for Tonga with CSO and Media andTechnical in-country support/ facilitator for the dialogue with the Ombudsman of Tonga on communication strategy, with the Tonga Parliament Committee and the Tonga Media Association 20 days • Preparatory work and in-country technical support/ facilitation for the 7th Pacific Media Summit 2024 – “Charting a Resilient Future: Pacific Media Navigating Press Freedoms, AI and Geopolitical Interests” in Niue. 8 days

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in business administration, international relations, social science, psychology, law, political science, international relations, criminology or a related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 15 years of relevant progressively responsible professional experience in the field of anti-corruption at national, regional/sub-regional and international levels is required. Experience in the area of working with Parliaments and Parliamentarians as well as other representative bodies such as civil society media and local governments is desirable. Experience in the area of developing and delivering training to build the capacity and skills of anti-corruption counterparts, including non-state actors i.e. CSOs and media is desirable. Experience in the area of operating in Southeast Asia and Papua New Guinea with existing regional anti-corruption networks is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language, is an advantage.
