Background
SoCha intends to submit a proposal to provide evaluation services for the Final Evaluation of the Local Development for the Consolidation of Peace in Mozambique Sofala Sub-programme (DELPAZ) in Mozambique (2022-2025). The evaluation will focus on the following objectives:
- To assess the DELPAZ program’s relevance and effectiveness in strengthening local economic development and the prospects for sustainability of its results.
- To assess the extent to which Austrian Development Agency’s (ADA) cross-cutting issues and principles were applied in design and implementation and how this effected results achievement, in particular focusing on gender equality, women’s empowerment, and peacebuilding.
- To evaluate the program’s ability to reach and include marginalized and vulnerable groups, especially disarmament, demobilization and reintegration members and their family members.
- To identify strengths, weaknesses, and lessons learned and good practices in terms of design, planning, management, implementation, and monitoring.
SoCha seeks a highly qualified individual to fill the role of Evaluation Support Specialist. This position is contingent on contract award and approval.
Scope of Work
The Evaluation Support Specialist will oversee quality assurance, provide logistical support, and offer backstopping to ensure the seamless execution of the Inception, Inquiry, and Synthesis phases. Responsibilities will include:
- Participate in the kick-off meeting with ADA HQ, PMT, and Coordination Office in Maputo to review project background, methodology, and logistical arrangements.
- Participate in exploration interviews with key stakeholders to refine the evaluation approach.
- Work alongside the Team Leader and SME to produce the Inception Report, detailing the evaluation design, methodology, and work plan.
- Integrate feedback from ADA and finalize the Inception Report in accordance with ADA’s quality standards.
- Support data collection activities, including desk research, field visits, key informant interviews, and focus group discussions in Maputo, Beira, and selected districts in Sofala Province.
- Manage logistical arrangements for fieldwork, including coordinating travel, site visits, and scheduling interviews with stakeholders.
- Organize a debriefing session with ADA and project teams to discuss data collection progress, challenges, and any necessary follow-ups.
- Ensure data quality control through triangulation and validation processes.
- Support final data analysis and synthesis of findings ensuring alignment with ADA’s quality.
- Prepare an infographic summary and PowerPoint presentation to present findings.
- Facilitate structured feedback loops to review and finalize evaluation products.
Minimum Qualifications and Experience
- Bachelor’s or masters degree in monitoring & evaluation, social sciences, development studies, economics, or a related field.
- At least three to five (3-5) years of experience in program evaluation, research, or monitoring & evaluation, preferably in international development or humanitarian contexts.
- Prior experience working with donor-funded projects (e.g., Austrian Development Agency, EU, UN agencies, USAID, etc.) is an asset.
- Strong understanding of evaluation methodologies, including qualitative and quantitative data collection and analysis.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint), statistical software and data visualization tools.
- Demonstrated ability to coordinate fieldwork logistics, including travel arrangements, stakeholder interviews, and scheduling.
- Experience in facilitating stakeholder consultations and managing structured feedback loops.
- Strong organizational skills with the ability to manage multiple tasks and deadlines.
- Fluency in English is required. Proficiency in Portuguese, Ndau, and Sena is an asset.
