THE OPPORTUNITY:

Salary Band: 13

Compensation: $49,980.00 – $69,972.00

The IT Sourcing and Asset Management Analyst ensures the most value and the best possible price from our suppliers for Department of Information and Technology (DoIT) procurement and sourcing needs. Build strong partnerships with the internal procurement department and external partners to optimize the procurement competitive bidding process. Improve IT service delivery cycle time by facilitating timely responses and decisions during the sourcing/procurement process. Develop methods to proactively renegotiate existing contracts to mitigate risks associated with lapses in contracts or services. Act as a decision support and advisor for the procurement and sourcing needs within IT service areas, including RFI/RFP oversight and

federal funding (E-Rate) as a funding source. Facilitates the entire cycle of the IT procure-to-pay process, which includes requisitioning, invoicing, and payment matters. In addition, they will support and inform governance of our IT assets through their entire lifecycle, which includes computer devices, hotspots, mobile phones, digital displays, network equipment, software/hardware contracts, and other technology resources

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Work collaboratively with our internal procurement partners, external suppliers, DoIT executive leaders, managers and other teams to support the procurement and asset management of IT assets.
  • Facilitates the entire cycle of the IT procure-to-pay process, which includes requisitioning, invoicing, and payment matters.
  • Manage IT hardware assets and software license portfolio with respect to risk, cost control, governance, compliance, and performance objectives.
  • Develop and maintain district policies and processes related to IT procurement and RFP standards.
  • Perform data manipulation, cost-benefit analysis, solutions to support required IT service delivery capabilities, and discussions with suppliers.
  • Periodically research and understand market trends and utilize market intelligence to contribute to path-forward decisions.
  • Responsible for researching and understanding assorted technologies, software, and complex IT service options.
  • Use and manipulate data to design and implement strategies for cost reduction, including negotiations, conducting RFPs, optimizing service and managing the implementation of service turn-ups or terminations.
  • Work with the district E-Rate funding partners to ensure optimal access to funds for procuring eligible services and internal support for compliance.
  • Manage the district E-Rate program.
  • Establish a cadence to engage in two-way dialogue with suppliers and partners to ensure alignment with IT goals and their capabilities.

EXPERIENCE:

  • Three plus (3) years working in a strategic sourcing role with IT, Telecomm, and
  • managed service contracts and bids
  • Three plus (3+) years working with IT procurement processes
  • Three (3) years of Vendor and Supplier negotiation and relationship-building
  • Two plus (2+) years performing cost-benefit analysis
  • Two (2) years with IT asset management processes and policies
  • Two (2) years writing RFI/RFP for competitive bids
  • Prior IT and Telecom sourcing experience (preferred)

EDUCATION:

  • Undergraduate degree and 3-5 years of relevant work experience in business,
  • management, finance, or a related discipline or equivalent work experience
