Background

SoCha intends to submit a proposal to provide evaluation services for the Final Evaluation of the Local Development for the Consolidation of Peace in Mozambique Sofala Sub-programme (DELPAZ) in Mozambique (2022-2025). The evaluation will focus on the following objectives:

  • To assess the DELPAZ program’s relevance and effectiveness in strengthening local economic development and the prospects for sustainability of its results.
  • To assess the extent to which Austrian Development Agency’s (ADA) cross-cutting issues and principles were applied in design and implementation and how this effected results achievement, in particular focusing on gender equality, women’s empowerment, and peacebuilding.
  • To evaluate the program’s ability to reach and include marginalized and vulnerable groups, especially disarmament, demobilization and reintegration members and their family members.
  • To identify strengths, weaknesses, and lessons learned and good practices in terms of design, planning, management, implementation, and monitoring.

SoCha seeks a highly qualified Livelihoods and Economic Development Expert to support this evaluation. The position will require travel within Mozambique for data collection and stakeholder engagement, with some work conducted remotely. This position is contingent on contract award and approval.

Scope of Work

The Livelihoods and Economic Development Expert will work closely with the Team Leader to evaluate the economic development outcomes of the DELPAZ-Sofala Sub-program. This role will focus on analyzing the program’s outputs on livelihoods, economic resilience, market systems development, and the enhancement of public investment and service provision in targeted districts. Responsibilities will include:

  • Desk Review and Data Collection Preparation
    • Conduct a thorough desk review of project reports, including those from PCC, NSC, subgrantees, monitoring missions, semi-annual and annual reports.
  • Methodology and Data Collection Support
    • Collaborate with the Team Leader to design and refine the evaluation methodology, including data collection tools and sampling techniques focused on livelihoods, economic development, and public investment indicators.
    • Assist in the development of the framework for analyzing local economic development outcomes, integrating relevant gender, equity, and conflict-sensitive approaches.
    • Provide expertise during field data collection, especially in conducting interviews and focus group discussions with local stakeholders and beneficiaries.
  • Data Analysis and Reporting
    • Analyze both qualitative and quantitative data to assess the relevance, effectiveness, and sustainability of the DELPAZ-Sofala Sub-program.
    • Ensure that the findings are aligned with the program’s key outcomes.
    • Contribute to the preparation of the Inception Report, Evaluation Report, and other deliverables, providing expert input on livelihoods, economic development aspects.

Minimum Qualifications and Experience

  • Master’s degree (PhD preferred) in economics, development studies, agronomy, rural development, or related fields.
  • More than eight (8+) years of experience in livelihoods and economic development, particularly in conflict-affected regions or post-conflict settings.
  • Strong expertise in local economic development, market systems development, climate-smart agriculture, livelihood interventions, public investment, and service delivery.
  • Experience in monitoring, evaluation, and assessment of development program, particularly in the areas of livelihoods, economic resilience, and poverty reduction.
  • Proven track record in working with international donor-funded program, particularly EU or other international funding agencies.
  • Familiarity with OECD-DAC evaluation principles and methodologies, qualitative and quantitative research techniques, and results-based management.
  • Experience working in Mozambique or similar contexts, with a good understanding of local economic dynamics, particularly in rural and conflict-affected areas.
  • Strong analytical, writing, and communication skills.
  • Fluency in English and Portuguese. Proficiency in local languages such as Ndau and Sena is an asset.

Mozambique and remote.
