HI South Asia (Bangladesh, India, Nepal, Sri Lanka) Regional Programme is seeking applications from qualified candidates for the (national) Regional Human Resources Manager position.
Mission: Under the responsibility of Regional Programme Director this position is responsible for leading the HR team in the region, ensuring compliance with HI’s standards and local regulations related to Human Resources. S/he is accountable for defining and rolling out the HR strategy in the programme.
Location: Colombo/Dhaka/Delhi/Kathmandu (any of the 4 locations as per nationality of candidate)

Key Responsibilities:
- Understands and translates the strategy into operational objectives for the team, and leads the necessary changes.
- Organizes operational management for his/her team, structures the workaround identified processes, oversees performance, and facilitates problem-solving.
- Contributes to the development of his team members and ensures compliance with the code of conduct and institutional policies, morale, and the individual and group behavior expected.
- Drafts, revises, and implements the HR part of the Programme’s operational strategy (STRATOP) in compliance with HI’s policies and mandate.
- Translates the HR strategy into action plans for the Programme as a whole.
- Advises the Regional Director/ Country Managers during major reorganizations of the Programme’s human resources
- Produces, compiles, and analyses standard HR indicators for the Programme’s dashboard; where necessary, creates HR-specific KPIs.
- Is responsible for evaluating, mitigating, and dealing with the budgetary, security, and social effects of HI-related risks.
- Represents HI externally concerning HR aspects and develops the local partnerships required for the development of his/her scope of responsibility.
- Supports members of the Executive Team with the organization of communication and decision-making channels to build team organization charts and adapt HR needs: team staffing, profiles, workforce, etc.

- In conjunction with the Finance Manager draws up the HR budget for project proposals, and coordinates the budgetary management of the staff wage bill, projects, and the programme.
- Is responsible for the programme’s remuneration and social benefits system (policy, processes, tools); monitors contextual factors that influence remuneration.
- Oversees advice for the HR part of local partnerships: evaluation, support/training, legal obligations, and contract review.
- Manages and ensures the quality of the Programme’s recruitment policy and is responsible for the sourcing process
- Coordinates the HR reporting schedule in place on the Programme and following HI’s global HR deadlines
- Establishes and monitors the contractual system for the Programme’s national staff. Is responsible for the implementation and quality of the Programme’s physical and mental health policy in line with HI standards.
- Is responsible for the quality and compliance of the payroll process for the Programme’s National Staff

- Ensures or participates in the communication of HI policies and frameworks to managers: explains, clarifies, and answers questions
- Is responsible for monitoring the correct application and compliance of HR frameworks and policies by managers
- Ensures that contracts with local legal advisors specializing in employment law are in place.
- Oversees the management of disputes with HI staff or third parties
- Oversees emergency preparedness actions in his/her department and, in the event of an emergency, reorganizes the priorities of his/her team following the humanitarian imperative, to ensure a rapid and effective response by HI
Qualification and Skills Required:
- Master’s Degree in Human Resources Management, Business Administration, or any other relevant field.
- Minimum 8 years of experience in human resources management with at least 3 years in senior management roles in similar organizations.
- Strong experience in people management in a multicultural team
- Proven experience in change/transformation management.
- In-depth knowledge and experience of good HR practices and a sound grasp of HR systems.
- Ability to work collaboratively with multiple interlocutors and to cultivate strong partnerships internally and externally.
- Strong skills in building and maintaining employee relations
- Ability to work under pressure and manage multiple priorities.
- Proficient in MS Office
- Proficiency in written and spoken English
- Excellent communication skills
