The Consultant reports to the Head of Brazil Office and OiC for Southern Cone Office. He/She shall duly and timely perform his/her obligations, under this Terms of Reference. The consultant will work in close collaboration with the UN-Habitat’s operational and technical teams.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitat’s Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of São Paulo, the project includes the revision of the Municipal Solid Waste Plan (PGIRS) and the elaboration of the Municipal Sanitation Plan (PMSB). In order to properly implement this project, a Regulation Consultant is required to ensure that both plans are technically executed correctly. Report to UN-Habitat Manager The Regulation Consultant reports to the Head of Brazil Office and OiC for Southern Cone Office, who will evaluate him/her. Outputs/Work Assignment Under the overall supervision of the Head of Brazil Office and OiC for Southern Cone Office, the Consultant will be responsible for delivering the four (4) following products in the expected delivery date: Product 1: “Work Plan” Description Prepare a document that presents the Work Plan regarding the object, stages and products of the consultancy, which will be part of the preparation of the PGIRS and PMSB. The Work Plan must contain, at a minimum: • Detailed scope of the deliverable products, focusing on the stages and related activities; • Details of the information and data required to develop the work; • Schedule of activities and delivery dates; • The flow of review and approval of the products. Expected Completion Date 15 (fifteen) days after contract signature. Product 2: “Policy Analysis Reports and Sanitation Services Analysis Reports to support the diagnosis of municipal plans.” Description • Detailed assessments of existing sanitation policies and recent legislative changes related to PGIRS and PMSB plans, along with evaluations of their effectiveness. • Detailed report on current sanitation services and their relationship with the existing regulatory framework. Expected Completion Date 45 (forty-five) days after contract signature. Product 3: “Report on the Analysis of Rates, Financing and Contracts in Sanitation Services.” Description • Assess whether sanitation rates reflect actual costs and comply with legal guidelines; • Study the current financing mechanisms and contracts to support the PMSP management in both plans. Expected Completion Date 150 (one hundred fifty) days after contract signature. Product 4: “Development of proposals for amendments and new regulatory mechanisms at the municipal level.” Description • Based on the reports previously developed in the diagnosis, propose for potential changes to the existing regulatory framework. • Engage with the Economic Sciences and Public Finance consultancy for the structuring of financing mechanisms. • Support the development of indicators and monitoring of municipal plans. • Work collaboratively with the core UN-Habitat team and other consultants. Expected Completion Date 240 (two hundred forty) days after contract signature. Responsibilities Under the overall supervision of the Head of Brazil Office and OiC for Southern Cone Office, the Consultant will work in the following areas: a) Be available for a minimum of one (1) weekly virtual meeting with the Programme Coordinator, aiming at: I. sharing partial results of each deliverable. II. being readily available to incorporate revisions pointed out by the UN-Habitat team in the ongoing activities; III. supporting project planning. b) Consider that achieving the completion of each Product on the expected delivery date depends on the Consultant’s ability and commitment to present partial results, following a detailed timeline to be validated with the project coordination in the first week after signing the contract. Overall, the Consultant shall guarantee the execution of its activities accordingly to the main project schedule, being responsible for the deliverables according to deadlines. c) Be available to execute field work and participating in public events related to the participatory process of developing the Master Plan and face-to-face meetings whenever requested. d) Reports must be developed using the project template that the UN-Habitat team will provide in the .ppt and .indd formats. e) Maintain an orderly and accessible information file system on the information and data produced. f) Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterpart. g) The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. h) The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special skills
Academic Qualifications: ● Required: ● Post-Graduation course (Latu Sensu or Stricto Sensu) in Public Administration, Economics, Public Finances or related fields or additional 4 (four) years or relevant experience to the post, beyond the requirement. ● Bachelor’s degree in Law, Economics, Public Administration or related fields is required. Experience: ● At least four (4) years of experience in regulation of public services. ● Professional or academic experience in topics related to public policies, public administration, sustainability, social and urban development, public spaces, articulation and coordination of stakeholders in the implementation of policies and projects is a differential. ● Academic knowledge on themes related to public finances. ● Previous experience within the UN System would be an asset. Skills: ● Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required; ● Excellent writing and proof-reading skills in Portuguese is required; ● Negotiation capacity with public and private sector stakeholders. Knowledge Management → The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to economic sciences and public finances. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.

Travel details The Consultant must be available to travel to the City of São Paulo. The consultant will be responsible for travel expenses and logistics. Remuneration SB-4/1 (UNDP Brazil Salary Scale) The consultant will receive an amount of BRL 69.724,80, to be paid in four (4) instalments, upon the presentation and approval of the following products: ● Payment 1 (10%): Upon delivery and approval of Product 1 (BRL 6.972,48). ● Payment 2 (30%): Upon delivery and approval of Product 2 (BRL 20.917,44). ● Payment 3 (30%): Upon delivery and approval of Product 3 (BRL 20.917,44). ● Payment 4 (30%): Upon delivery and approval of Product 4 (BRL 20.917,44). Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
