About the team The Risk Governance Operations Team is responsible for perceiving and reducing the prevalence of bad Ads through content and actor risk strategy management and risk platform enhancement. We aim to provide proactive and precise operations to preserve TikTok as a safe, positive, and welcoming environment for our users. About the Role We are seeking a Risk Strategy & Operations Manager to lead cross-functional initiatives that design, implement, and operationalize risk control strategies for TikTok’s Commercial Ads ecosystem. This role sits at the intersection of product, policy, operations, and data, and is responsible for mitigating behavioral and content risks while maintaining platform integrity and supporting business growth. Responsibilities: Risk Strategy & Governance – Design and execute risk control strategies based on ad content, user behavior, historical data, expert insights, and regulatory trends. – Develop and operationalize intelligent risk governance frameworks that balance risk mitigation with monetization and user experience objectives. – Monitor and interpret risk signals, identify root causes of metric fluctuations, and build governance solutions with quantifiable impact. Cross-Functional Program Leadership – Lead high-impact, cross-functional projects involving product, operations, policy, data science, engineering, and regional teams. – Develop prioritization frameworks to manage program scope, resources, and timelines effectively. – Serve as a thought partner to leadership and drive alignment on strategy, execution, and success metrics. Data-Driven Execution – Translate complex datasets into actionable risk insights using tools like SQL, Hive, or Spark. – Collaborate with data science and engineering teams to evaluate the effectiveness of risk features and governance mechanisms. – Drive continuous iteration and performance evaluation of risk mitigation strategies based on data and feedback loops. Operational Optimization – Create scalable processes and standard operating procedures to improve quality, efficiency, and SLA adherence across risk workflows. – Collaborate with Trust & Safety, policy, and regional operations teams to align on global standards for enforcement and escalation.

Qualifications

Minimum Qualifications: – Bachelor’s degree in a related field (e.g., Business, Mathematics, Statistics, Computer Science) – 3+ years of experience in risk management, product operations, strategy, or business operations, preferably in internet or ads-related industries – 2+ years of experience managing cross-functional programs and presenting to senior leadership – Proficiency in SQL or other data analysis tools; ability to distill insights from complex datasets – Strong stakeholder management and communication skills, especially across regions and disciplines – Comfortable working in fast-paced, ambiguous environments with shifting priorities Preferred Qualifications: – Familiarity with Python, R, or other programming languages – Experience with Trust & Safety, Ad Policy enforcement, or platform integrity is a plus
