TERMS OF REFERENCE
Purpose of Activity/Assignment:
As UNICEF Libya prepares for the next Country Programme cycle (2028-2032), a comprehensive Situation Analysis (SitAn) is required to provide evidence-based insights on the state of child rights and well-being in Libya. This analysis will inform strategic planning, policy dialogue, and programme design to ensure that UNICEF’s interventions achieve lasting and transformational changes for children and adolescents, particularly the most vulnerable and marginalized. Libya continues to face a protracted crisis characterized by political fragmentation, economic instability, armed conflict, and weak governance structures. These factors have severely impacted the well-being and rights of children 0-17 and adolescents 10-19 and young people 15-24 across the country. The general objective is to conduct a comprehensive Situation Analysis of children and adolescents in Libya that provides evidence-based insights on the realization and protection of child rights, identifies root causes of deprivations, and informs lasting and transformational changes for children, adolescents, their families, and communities.
Scope of Work:
The Situation Analysis will be anchored in the conceptual framework outlined in the UNICEF Guide (2024), which places child rights at the core. The analysis will examine: Country Context (political economy, demographics, public finance, governance, and partnerships); Evidence and Data Landscape; Deprivations Analysis; Causality, Risks, Challenges, and Opportunities; Equity; Humanitarian-Development Nexus; Cross-cutting Issues (gender, disability, climate action, peacebuilding, resilience); and Foresight.
The Situation Analysis will cover the following areas: Country Overview (context analysis, evidence and data landscape, cross-cutting issues, foresight); and Assessment of Child Rights (survival and health, nutrition, WASH, education and learning, early childhood development, child protection, child poverty and social protection, civil registration and identity, adolescent development and participation, children and environment/climate risks).
The methodology includes:
(1) Desk Review and Evidence Mapping – review and synthesis of available data to assess levels and trends over the last 10 years (2014-2025), drawing on MICS 2024-2025, earlier comparable surveys, administrative sources, and sector assessments; analysis of national policies, strategies, legislation, and budget allocations; review of UNICEF programme monitoring data and evaluation reports;
(2) Data Analysis – statistical analysis of MICS and other household survey data, disaggregation by age, sex, location, wealth quintile, disability status, and other equity dimensions, trend analysis, benchmarking against regional and global indicators, child poverty analysis;
(3) Analysis of deprivations;
(4) Equity Analysis – geographic mapping of disparities across regions and municipalities; (5) Causality and Bottleneck Analysis;
(6) Direct Qualitative Methods – approximately 25-35 KIIs with government officials, UN agencies, civil society, and other stakeholders; approximately 6-10 FGDs; consultations with children and adolescents using childfriendly, participatory methods; case studies;
(7) Foresight Analysis – participatory identification of key drivers of change, scenario planning through facilitated workshops, medium- to long-term analysis.
