Location: Washington, DC Metro preferred; telework as approved
Clearance / Suitability: Secret preferred; ability to obtain and maintain Secret and DHS suitability required
Travel: Limited travel may be required

Position Summary

The Strategic Communications / Technical Writer develops polished, executive-ready products that communicate CISA exercise program activities, benefits, findings, trends, and best practices. This position supports strategic plans, annual plans, outreach and engagement materials, exercise fact sheets, briefing papers, leadership briefings, correspondence, technical editing, and final deliverable quality control.

Essential Duties and Responsibilities

  • Develop and edit strategic plans, annual plans, concepts of operation, outreach plans, engagement plans, program summaries, and executive communications related to CISA exercises.
  • Prepare program and exercise fact sheets, briefing papers, correspondence, talking points, leadership briefings, analytical summaries, and stakeholder-facing materials.
  • Provide technical editing for all products developed by CISA Exercises, ensuring grammar, clarity, style, formatting, consistency, and Government readiness.
  • Translate exercise data, findings, trends, lessons learned, and best practices into clear materials for internal and external stakeholders.
  • Support development of Monthly Status Report narrative, meeting minutes, action item summaries, RFI responses, and briefing products.
  • Assist in maintaining and organizing content on CISA.gov and other Government-directed platforms.
  • Review deliverables for compliance with templates, style guides, accessibility expectations, formatting, and document-control standards.
  • Coordinate with exercise planners, SMEs, analysts, media staff, and Government stakeholders to produce accurate and timely materials.
  • Support development and update of CTEP fact sheets, instructions, and stakeholder-facing package materials.
  • Prepare final Microsoft Office and PDF products for Government submission.

Required Qualifications

  • 5+ years of experience in technical writing, strategic communications, public affairs, policy writing, Government documentation, or proposal/report development.
  • Experience preparing executive briefings, fact sheets, reports, meeting summaries, correspondence, and stakeholder communications.
  • Excellent writing, editing, proofreading, formatting, and quality control skills.
  • Proficiency with Microsoft Word, PowerPoint, Excel, Adobe Acrobat, Teams, and SharePoint.
  • Ability to turn technical, operational, and analytical inputs into clear, concise, audience-appropriate products.

Preferred Qualifications

  • Experience supporting DHS, CISA, FEMA, DoD, emergency management, public safety, cybersecurity, or critical infrastructure programs.
  • Familiarity with Section 508 document accessibility requirements.
  • Experience with HSEEP documents, AARs, CAPs, or exercise support materials.
