Duties and Responsibilities
Following a request by the Ministry of Foreign Affairs of Indonesia in August 2024, UNCTAD will undertake an eTrade Readiness Assessment (eT Ready) for Indonesia. The eT Ready will review Indonesia’s e-commerce and digital trade ecosystem in key areas selected in cooperation with the government, with a view to identifying policy recommendations for strengthening innovation, increasing global competitiveness, and creating a robust and inclusive digital economy. Under the supervision of the Chief of the Digital Economy Capacity-Building Section (DECB), the consultant will perform the following tasks: 1. Literature review: Assist in gathering strategic national policy and legal documents, up to date statistics related to Information and Communication Technology policies, practices and use in the country, and any relevant study or report related to the e-commerce area. Summarize or translate main points of relevant documents, which are not in English. 2. Mapping of national stakeholders: Identify all relevant private and public sector stakeholders (including professional associations, consumer associations, academia, etc.) listed according to the 6 policy areas identified in the outline, to liaise with during the assessment process. 3. Conduct a risk assessment: Assist with the preparation of a risk matrix of the political, social and economic situation in Indonesia to support project management and implementation. 4. Ensuring the involvement of stakeholders in the project activities: Actively contribute to the formulation, dissemination and collection of the UNCTAD’s surveys and survey results and to promoting stakeholders’ participation in the webinars (online) and focus group discussions (in person or hybrid) organized before and during the in-country missions. 5. Logistical assistance related to event organization: Assist in the organization of online webinars and in-country workshops with national stakeholders and ensure constant liaison with the coordinating Ministry. 6. Focus group discussions facilitation and moderation: Assist in the fafcilitation and in the moderation of the focus-group discussions. 7. Identify/select lead firms to be interviewed or visited during the in-country mission(s). If necessary, include an introduction and interpretation as relevant, participate in the bilateral interviews. 8. Follow-up tasks: Immediately after UNCTAD’s mission(s), follow-up with the public and private sector participants on any residual tasks such as surveys and data collection, provide summaries of events and meetings as needed. 9. Inputs to the eT Ready and review of the eT Ready draft: provide inputs to substantive parts of the eT Ready draft as relevant in terms of expertise, Coordinate the review of the eT Ready draft with the Ministry in charge and provide detailed comments and inputs to the analysis. 10. Assist in the organization of the national validation workshop of the eT Ready assessment of Indonesia, as well as the national launch of the eT Ready. On all the tasks, the national consultant’s role includes supporting the Ministry of Foreign Affairs, and working hand-in-hand with the international consultant/lead author and with the UNCTAD team.
Qualifications/special skills
An advanced university degree, Master, in Information & Communication Technology, Economics, Business Administration, Programme Management, or related areas is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the Master’s degree. At least 7 years of working experience preferably in the Information & Communication Technology/e-commerce or trade-related fields is required. Excellent network of professional contacts in the public and private sectors in Indonesia is required. Experience in gathering research data and information, including through surveys and other data collection tools.
