                                                         TERMS OF REFERENCE

The purpose of the consultancy is to support the process of developing the module for pre- and post-natal care from the digital application used by the community nurses in Romania. The consultant will serve as a facilitator and technical expert connecting the service providers: community nurses and other health service providers to the developers of the digital application module for pre- and post-natal care.

To support the work of community nurses, the MoH, UNICEF and several partners have developed a case identification and management instrument in the form of a modern digital application called AMC which as of May 2023 was used by 1900 community nurses (CN) who are part of the CN network supported throughout the country by a dedicated MoH programme. Within this application, identification and management of the needs for pre- and post-natal care is a critical module.

Through this work, UNICEF aims to invest in developing a module for pre- and post-natal care from the AMC app. Currently, the AMC application allows case management of pregnant women in a general format, usable for any other disease or situation. On the other hand, the monitoring and management of pregnant women have standardized medical characteristics that can be implemented in a separate module of the application, to increase the performance of the community medical assistant in this area and thus become a far more usable and beneficial tool, helping local professionals serving the community. Beyond the health component alone, the application could connect the three core professionals with a role in monitoring the vulnerable pregnant woman: the community nurse, the family doctor and the obstetrician.

This work will also contribute to the Government’s scale-up of integrated community services, as community nurses are a critical team member in this service delivery.

In close cooperation with the UNICEF colleagues and a selected app developer, the consultant is expected to:

– Identify and involve the key stakeholders at primary healthcare level involved in the management of pre- and post-natal care with a focus on the role of community nurses

– Convene and facilitate meetings between selected primary healthcare service providers and the app developers

– Agree a plan for development of critical guidelines and procedures for key areas of pre- and post-natal care

– Liaise with international experts and organizations that can provide support and assistance

– Ensure communication with relevant decision-making mechanisms at the level of MoH to ensure that the work is in line with the needs and expectations of the national systems

Minimum requirements:

  • Education:
    • Bachelor’s degree in advanced university degree in medical sciences, public health, health management information systems/health informatics or other related fields
  • Work Experience
    • At least 7 years of experience working in health system reform, public health and/or any related field of work, including interaction with various range of stakeholders involved in these areas and involvement in developing digital tools for health services
    • Analytical and conceptual ability. Previous involvement in situation analysis, report writing and formulation of recommendations.
    • Ability to make timely and quality judgments and decisions. Planning and monitoring skills; ability to organize work.

 

  • Language Requirements:
    • Fluency in English (written and oral) is required

Desirables:

    • Previous experience with UNICEF or the UN is an advantage
